Standing Up for Victims of White Collar Crime Act  The government cannot keep drugs and alcohol out of our jails, out of maximum security prisons with thick walls already, yet we expect it to actually stop the drug trade from coming across the border from the United States. The reality is that we have problems in our prisons, we have problems in our communities, and this kind of law-making does not further our goal of making a better Canada, better families and better communities.

International Trade committee  In fact, you talk about Uribe government representatives and their close ties with the paramilitary who kill individuals on a regular basis and increasingly so. I'm wondering, then, given those links with the drug trade, both as part of Mr. Uribe’s career, but also today, with the representatives of the Uribe regime who are linked to paramilitaries, and the known links between the paramilitaries and the drug trade, if one of the fundamental problems is that the regime is tied so closely with the drug trade.

Have you compared the economic value of the drug trade to Colombia versus the current economic value of the extraction sector, for example? It would help us put it into perspective.

Indeed, sustainable agriculture, in turn, contributes to food security for the many poor communities in Colombia. Strengthening Military Justice in the Defence of Canada Act  It is a complex insurgency made up of different groups with different motivations. There are people involved in the drug trade and common criminals. There is the Taliban, individuals who have a vicious view of the world and are absolutely brutal. Negotiating with those elements of the Taliban will probably not work out, but there are parts of the Taliban that actually can work in terms of bringing them into the power structures in the country.

Ending Conditional Sentences for Property and Other Serious Crimes Act  Many people, some gang members and some not, have been murdered or seriously injured in our streets this year. This gang warfare appears to be fuelled mostly by the illicit drug trade as rival gangs battle for a share of the profits. As I am sure all members can appreciate, my constituents are upset and concerned about the extreme violence in our normally peaceful community.

Justice committee  There is no doubt in my mind that drugs are one of the mainstays for organized crime. We see the illicit drug trade as an underlying influence across almost all federal programs here in the GTA, from identity theft to counterfeit currency to airport security. Inspector Penney has been good enough to accompany me today, and he can address any questions on organized crime that are specific to drug enforcement.

Preventing Human Smugglers from Abusing Canada's Immigration System Act  I thought I heard him say that they knew where the smugglers were or who the smugglers were, that there were three or four organized criminal gangs from Sri Lanka that had been involved in the drug trade and in arms deals and whatnot in the past, and now that the war has more or less come to and end they have decided to embark on human smuggling. So if they know who the people are, it should be a simple matter of having our police forces, and so on, talk to the foreign governments and try to do something about it from that end.

Canada-Panama Free Trade Act  Albertans are equally concerned about the loss of revenue to the federal coffers through money laundering and the illegal transfer of money, and they are equally concerned about the drug trade. I think that Albertans are looking for avenues for fair trade for their products, for cattle, hogs, grain, and manufactured goods, particularly with respect to the manufacture of energy efficient mechanisms.

Afghanistan committee  Within Afghanistan our critical institutions will continue to need the help of the international community for a few more years in order to gain the strength and confidence they need. Tackling other challenges, such as corruption and the drug trade, will also require patience and perseverance. At the regional level we must have a stronger, more determined response from the United States and NATO members to the problem of sanctuaries, as well as sincere cooperation from the Government of Pakistan if we are going to see progress on the war front.

Canada-Colombia Free Trade Agreement Implementation Act  We have Conservatives who are purporting in their ridings locally that they are fighting against the drug trade and drug gangs in the Lower Mainland of British Columbia, which has been particularly subject to the murders and violence that come with the drug trade. Yet they are endorsing an administration that was elected on drug trade money, an administration that according to the Defence Intelligence Agency was actually built on the backs of the drug trade.

Canada-Panama Free Trade Act  The study says that it is evident to all who have studied the offshore banking business that the growth has been fueled by the phenomenal increase in cash from the U.S. drug trade. Of the criminal cases identified by IRS investigations, that is the Internal Revenue Service in the United States, from 1978 to 1983 that occurred in the Caribbean, where, I would point out, Panama is located, 45% involved illegal transactions derived from legal income, that is tax evasion and otherwise legitimate trade.

Canada-Panama Free Trade Act  Department of Justice notes that Panama is a major centre for money-laundering related to the drug trade and in fact there have been very serious concerns raised about the Colon Free Zone in Panama being linked to trafficking of drugs and other illicit substances. The International Monetary Fund notes that the Colon Free Zone is a centrally located transit area for drugs.

Justice committee  This partnership is looking at new ways to eliminate network attacks. Modern technology has enabled organized crime to rapidly expand their illegal drug trade network, which continues to be the driving force fuelling organized crime within the Atlantic region. Of the 109 organized crime groups profiled in provincial threat assessments prepared by the criminal intelligence service for each Atlantic province, 99 are involved in the illicit drug trade, and in Nova Scotia organized crime accounts for 90% of the drug trade.
