Cannabis Act  Mr. Speaker, I will return to what my colleague has just said about criminalization. All the studies show that criminalization and the longer minimum sentences implemented by the Conservatives for cannabis-related offences have not worked. They have not reduced drug use in young people, and they have not reduced the involvement of organized crime in the sale of cannabis.

Yukon Environmental and Socio-Economic Assessment Act  Madam Speaker, I find it very disappointing that the Conservatives are opposed to Bill C-17, which would allow indigenous communities in Yukon to regain their autonomy and decision-making authority. When the Conservatives introduced Bill S-6, it was challenged. In fact, it is presently before the courts.

Petitions  Mr. Speaker, I rise today to present two petitions. The first one has to do with affordable housing in Canada. Over 1.6 million families do not have access to affordable housing and are spending more than 30% of their income on housing. Article 25 of the Universal Declaration of Human Rights recognizes access to affordable housing as a basic human right and not a privilege.

Petitions  Mr. Speaker, the second petition calls on the federal government to implement a national strategy to promote purchasing local foods in order to support our farmers, especially since agriculture represents one in eight jobs in Canada. It also calls on Public Works and Government Services Canada to implement a local foods procurement policy for Canada's 48,000 federal institutions.

Human Rights  Mr. Speaker, the Prime Minister is currently in Hanoi for the APEC summit. There are more than 100 political prisoners in Vietnam, including human rights activists like Phan Kim Khanh, and the blogger known as Mother Mushroom, who is just 24 years old. She was sentenced to 10 years in prison.

Youth  Mr. Speaker, the Minister of Youth brags about working to give young people better opportunities, but according to Generation Squeeze, government spending on youth programming is down $19 billion compared with 40 years ago. This is mystifying, given that youth today are worse off than people their age were 40 years ago, despite being more likely to have post-secondary degrees.

Pensions  Mr. Speaker, in late 2015, the president and CEO of Morneau Shepell said the company viewed transferring pension risk from employers to employees as one of its biggest business opportunities. By a strange coincidence, Bill C-27, a bill designed to do just that, was tabled a few months later by the Minister of Finance.

Transportation Modernization Act  Mr. Speaker, I thank my colleague from Trois-Rivières for having explained so clearly the main problems with a bill that, as he said, is a mammoth omnibus bill, a Trojan horse. This bill amends 13 pieces of legislation and we are also under time allocation. I will not even have the time to speak about this bill that will affect my riding.

Criminal Code  Madam Speaker, I thank my colleague from Beloeil—Chambly for bringing to light so many of the shortcomings in Bill C-46, which the Liberals are trying to ram through before July 1, 2018. They are putting the cart before the horse. Of the many shortcomings he listed, one really touches a nerve with me: the lack of resources for prevention.

The Environment  Madam Speaker, there have been a number of environmental concerns connected to the Kathryn Spirit since 2011. We are talking about dozens of tons of hazardous materials and contaminated water. I received a lot of messages about the dismantling of the wreck and how long the work will take.

Criminal Code  Madam Speaker, I would like to know what my colleague thinks about the fact that the law and order approach taken by the Conservatives over the past 10 years did not work. I am not the one saying it. That is what we have been hearing from a number of experts. The number of impaired driving offences increased under the Conservatives, despite the longer sentences the Conservatives put in place in 2008.

Yukon Environmental and Socio-Economic Assessment Act  Mr. Speaker, I am a little shocked to hear my colleague criticizing the Liberals for supporting devolution and not wanting to delegate power. He says he has great respect for the first nations people and all that, but Bill S-6, which was brought in by Harper's Conservatives, delegated powers to the Yukon government.

Yukon Environmental and Socio-Economic Assessment Act  Mr. Speaker, I am very pleased that we finally get the chance to debate a bill that will give territorial powers back to the territories. For that reason, we support Bill C-17. This is a bill that will return certain powers that were taken away by amendments, four in particular, introduced by Harper's Conservatives.

Promotion of Local Foods Act  moved for leave to introduce Bill C-380, An Act to promote local foods. Mr. Speaker, I am very happy to be introducing a bill that I have been working on for six years now. I sincerely believe that an act to promote purchasing local foods will benefit our farmers and us as consumers.

The Environment  Mr. Speaker, say that I own a business that towes a shipwreck to Shediac without the proper authorization or expertise. Then, bowing to public pressure, I sell the wreck to a sketchy company and keep making money. For six years, the government did little to nothing about it and the wreck is on the verge of falling apart.
