I know the Bloc, the Liberals and the NDP work very well together to ensure that we do hear diverse voices and that we do act to protect the French language, both within Quebec and outside of Quebec.

Online Streaming Act  Mr. Speaker, I think we have to be careful, because there are web giants—and I know Netflix was mentioned in that group—that contribute heavily to Canadian production, employ many Canadians and provide many good union jobs as well. We should be careful when we are lumping everyone in to one particular group.

Online Streaming Act  Mr. Speaker, today I rise to lead our consideration of third reading of Bill C-11, the online streaming act. This is not our first time dealing with this type of legislation. Bill C-11 is largely the same as the previous bill, which was adopted by the House on June 2021. The main difference between the two are changes in the approach to social media and the correction of drafting errors.

Questions on the Order Paper  Mr. Speaker, due to the disruption that the pandemic created in the construction sector, the timelines for the Memorial to the Victims of Communism—Canada, a Land of Refuge, had to be adjusted. The government understands the importance of this project and is making every effort to conclude this project in a timely manner.

Online News Act  Mr. Speaker, I do agree with the hon. member that her virtual hand was up long, long before the hon. member for Sherwood Park—Fort Saskatchewan jumped up on his feet. The hon. member is also right in terms of where we find ourselves with social media, that it is an unsafe place.

Online News Act  Mr. Speaker, that is an excellent question from the hon. member. We need to start levelling the playing field somewhere. This is an excellent start. This deal is already in place between major media companies in Canada and Facebook and Google. It is time to ensure that there is more transparency.

Online News Act  Mr. Speaker, I would like to thank the hon. member, as always, for his informative questions and his hard work on the file. It is important. News outlets like the one the hon. member mentioned are fundamental to our democratic institutions. Here in St. Catharines, on the few occasions I have had to attend local city council meetings, there may or may not have been one or two members of the local media there, but we need as many people as possible there holding elected officials to account.

Online News Act  Mr. Speaker, in my speech I listed many of the programs with which the government is helping out media, but there is only so much the government can do. We need to find a more market-based solution to this problem. At the centre of it are dominant digital players syphoning off the vast majority of the ad revenue.

Online News Act  Mr. Speaker, I am not sure what the hon. member is getting at. Misinformation and disinformation are endemic on social media platforms. It is much broader than telling a lie. I do not know that I can encompass that in a very brief answer to the hon. member. I think he knows that.

It is unfortunate we lost that minute or so, but I guess that gives me even more time to speak to my Conservative friends who do not want to hear the hon. member for Hull—Aylmer, who is an hon. parliamentarian. It is disappointing. I am sure he will get an opportunity to speak going forward, but I thank my Conservative friends for allowing me to carry on and answer even more questions.

They want to hear me for the full 30. I know they enjoy my speeches. I get a lot of feedback in real time. Unfortunately, I cannot hear that real-time feedback at the moment.

Canadian Heritage  Mr. Speaker, for some reason, the Conservatives have decided to abandon our culture and our artists. The objective is the same. We want platforms to contribute to Canadian culture. We heard the concerns that were raised about social media, we got the message and we fixed them.

Canadian Heritage  Mr. Speaker, our culture needs fair rules for tech giants, and that is exactly what our online streaming bill creates. Our artists, our creators and all workers in the cultural sector depend on it. The Conservatives are abandoning them, yet again. Again and again, they prefer to play politics.

Online Streaming Act  Madam Speaker, I agreed with the hon. member when he started his speech. He talked about how Canadian artists deserve to be shared on many platforms and need to be heard. That is what the bill does, excluding user-generated content. He also talked about digital-first creators and how great they are.
