Team Murphy  Mr. Speaker, residents in our part of eastern Ontario are standing behind a friend and a leader who has always been there for us. For years, David Murphy has volunteered and raised money for numerous causes in Cornwall and area. Whether in the boxing ring, flipping burgers at a barbecue, or even shaving his head, David's energy has been inspiring.

Broadcasting Act  Madam Speaker, I find myself saying this too much when we have these debates, but I agree with the member for Timmins—James Bay. I cannot believe I am saying this, that we have some agreement on the frustrations. I go back to the member's point about kicking the can over to the CRTC.

Broadcasting Act  Madam Speaker, I appreciate the hon. member for Winnipeg North adding more comments, as he does on many pieces of legislation. There is unanimous agreement that we need more Canadian content. The issue is how best to do that. We will hear more from our shadow minister. His opening speech was about 20 minutes and it gave a lot of details.

Broadcasting Act  Mr. Speaker, I am proud to rise to speak to and give some thoughts on Bill C-10, which makes amendments to the Broadcasting Act with respect to changes the government is proposing. As a parliamentarian, when I first learned of the legislation and began doing research on it, I realized it is important to give some context as to why this act requires amendments.

Health  Mr. Speaker, five years ago and counting, the Prime Minister promised to end the blood ban against gay and bisexual men. All parties are united in ending this outdated stigma now, not in months or years. More than ever, safe blood donations are needed urgently. The Canadian Medical Association and the All Blood is Equal campaign have the science-based safe solution, which simply changes the questionnaire to ask about sexual behaviour instead of sexual orientation.

Blood Donation  Mr. Speaker, it has been nearly two week since the Minister of Health and I exchanged a debate on the floor of the House about ending the gay blood ban. The government was reminded that it has been five years since the Liberals promised not to study and research the issue anymore, but to end the discrimination and stigma that gay men face in this country.

Criminal Code  Madam Speaker, I actually share all my colleague's views. I was not a member of the chamber back when the original legislation went through, however I have concerns here now about some the changes and safeguards. With her background, particularly as a nurse and in health care, could she talk a bit about the lack of options for palliative care, perhaps in her region of British Columbia, as a key concern many of us have not seen developed since the original legislation?

Business of Supply  Madam Chair, I am going to ask a third time. The minister is perpetuating a stigma here. She is the one who can act. She is the one who can deliver. She is the one who can put an end to this. Does she not feel comfortable, with me being a gay man, taking my blood?

Business of Supply  Madam Chair, this is not funny. This is not what she promised gay men: to end the stigma over five years ago. Here is the part that makes it worse. There is an easy, science-based and fair solution that could end the stigma and the discrimination against gay men. The Canadian Medical Association has said it, and the All Blood is Equal campaign has said it.

Business of Supply  Madam Chair, let me get this straight, no pun intended. The minister does not even know what the simple answer is to end this discrimination. It is simple. We can change our blood donation policy in this country by not basing eligibility on sexual orientation, but rather on sexual behaviour.

Business of Supply  Madam Chair, here is the problem. The minister in the Liberal government made the promise to end the discrimination and stigma that gay men face in this country. She had no problem during the election campaign telling gay men this would end. Now, she is hiding behind a bunch of bureaucrats and organizations.

Let me tell her that there is a robust portfolio of gay men in this country who want to step forward, make a difference and donate blood. They want to give blood like you promised you would allow us to do.

Business of Supply  Madam Chair, this is going to be a long seven and a half-minute exchange, and very painful for the minister because she did not promise to study or review or fund or do anything. She promised to end it. It was in the Liberal Party platform. If she could commit to doing that, she needs to back up and put her words into action.
