Criminal Code  Madam Speaker, as I noted in my remarks, part 1, on drug-impaired driving, will come into force upon royal assent. In terms of alcohol-impaired driving, the proposed changes will have a delayed coming into force. We will continue to work with municipalities, provinces, and territories on the application of the reforms proposed in Bill C-46.

Criminal Code  Madam Speaker, again, I was very pleased to table the charter statement. The statement speaks to where there may be charter implications. It is not a legal opinion. It is something the Department of Justice has committed to introducing with every piece of legislation to assist the public in understanding the reasons and rationale behind what we are doing, in this case with respect to alcohol and drug-impaired driving.

Criminal Code  Madam Speaker, I very much appreciate my hon. colleague taking the opportunity to sit down and engage with my officials and staff and would offer that to any other hon. members in the House. I was pleased to table the charter statement, as I said, earlier this month. I want to acknowledge that the concern about racial profiling in terms of stops has been brought to my attention many times since the introduction of Bill C-46, and I will say a number of things.

Madam Speaker, it is my privilege and honour to speak to Bill C-46, an act to amend the Criminal Code (offences relating to conveyances) and to make consequential amendments to other acts I introduce the bill with the ultimate goal of reducing the significant number of deaths and injuries caused by impaired driving, a crime that continues to claim innocent lives and wreak havoc and devastation on Canadian families.

Judicial Appointments  Mr. Speaker, I always appreciate the opportunity to stand up to talk about our new open and transparent judicial appointments process. I have been fortunate enough to find 60 significantly meritorious candidates who reflect the diversity of Canada and appointment to the superior courts across the country.

Justice  Mr. Speaker, I appreciate the opportunity to stand and talk about the comprehensive review of the criminal justice system that we are undertaking, which I was mandated to do in my letter from the Prime Minister. That includes a comprehensive review of sentencing reforms, reforms that have taken place over the past 10 years and before that.

Justice  Mr. Speaker, what happened to Constable Wynn is a tragedy. We support the objectives behind this legislation, with the principle that all relevant information needs to be presented at bail hearings. We have the utmost respect for the work of committees. The committee heard from a myriad of witnesses and they presented evidence that in fact the bill could potentially decrease public safety.

Justice  Mr. Speaker, I would like to say again that we have the deepest sympathies for Ms. MacInnis-Wynn and the family of the constable. We are working diligently in terms of doing an overview of the criminal justice system, including bail reform. That is why, when I met with the provinces and territories, we agreed that one of the priorities in terms of how we move forward in criminal justice is to concretely and collaboratively look at bail reform.

Justice  Mr. Speaker, again, we are undertaking a comprehensive review of the criminal justice system, including bail reform. That is why, when I met with my colleagues in the provinces and territories, we talked about what we could do to increase confidence in the criminal justice system in protecting victims and increasing public safety.

Justice  Mr. Speaker, I thank my hon. colleague across the way for putting forward the private member's bill, which would indeed improve training for lawyers in terms of sexual assault. I was very pleased to see the results at committee, where it was agreed unanimously to put forward three amendments to the current private member's bill, including expanding the sexual context in terms of training.

Criminal Code  Mr. Speaker, pursuant to Standing Order 32, I have the honour to table, in both official languages and with respect to Bill C-46, An Act to amend the Criminal Code (offences relating to conveyances) and to make consequential amendments to other Acts, a document entitled “Legislative background: reforms to the Transportation Provisions of the Criminal Code (Bill C-46)”, including a charter impact statement.

Questions on the Order Paper  Mr. Speaker, preventing discrimination and other forms of misuse of genetic information is a duty of all governments. As part of our efforts to secure pan-Canadian protection against genetic discrimination, the Senate public bill was brought to the attention of the provinces, and we invited their analysis.

Justice  Mr. Speaker, the current approach to cannabis is simply not working. We are moving forward to ensure that we keep the profits out of the hands of criminals and cannabis out of the hands of young people. That is why we have moved forward and introduced Bill C-45 to legalize cannabis and strictly regulate and restrict access.
