Business of Supply  Madam Speaker, I would like to tell my colleague that private funding could double the cost of infrastructure projects. In the end, it is the population that is going to have to pay, whether because of increased user fees or increased public disbursements. We are already seeing the evidence in Ontario, British Columbia and Quebec.

Business of Supply  Madam Speaker, I would like to share a thought with the House. The danger of privatizing public infrastructure is twofold. First, there is a risk that we will be making users pay more; and second, if we introduce a profitability factor, that will put areas outside of urban centres at a disadvantage, particularly in the communities in my riding, Jonquière.

Employment  Mr. Speaker, it is the eleventh hour for the Dolbeau and Kénogami paper mills, which may be shut down. These plants provide more than 400 direct jobs, not to mention the indirect jobs. These are good jobs. The 18% tax on supercalendered paper is choking this business. The government must act quickly on this file.

Budget Implementation Act, 2017, No. 1  Mr. Speaker, my colleague has a lot to say about the infrastructure bank. In my riding, the Bagotville airport needs to be renovated and expanded because we want to bring in more tourists. We want UNESCO designation for the fjord, and we hope the committee will support that. That designation is a global seal of approval.

Budget Implementation Act, 2017, No. 1  Mr. Speaker, there are many sawmills in my riding. We are talking about the budget, but, unfortunately, I will not have the opportunity to speak about it because the government moved a time allocation motion. A very important issue was not addressed in the budget, even though we have been asking the government to prepare for it for over a year and a half.

Public Safety  Mr. Speaker, we know that communities in Quebec and Ontario have been dealing with flooding over the past few days. Some people have had to leave their homes and they know that they are going to have to deal with the damage when they return. There is a direct link between the flooding and climate change, and we know that these events will occur more often over the next few years.

Budget Implementation Act, 2017, No. 1  Mr. Speaker, I thank my colleague for his speech, and I would also like to wish him a happy anniversary. I listened carefully to his remarks. He said that he was a member of the Standing Committee on Transport, Infrastructure and Communities, which leads me to raise a problem that we have in my riding of Jonquière regarding the Bagotville airport.

Softwood Lumber  Mr. Speaker, the Liberals failed to negotiate a softwood lumber agreement. They also failed to come up with a plan to deal with the crisis, which is now very real. Countervailing duties are already affecting sawmill production. The government needs to understand that these countervailing duties are affecting thousands of jobs and that thousands of families are going to suffer as a result.

Forestry Industry  Mr. Speaker, last Sunday, thousands of forestry workers marched in Dolbeau-Mistassini to send a clear message. The forestry industry is central to our communities and we must defend it at all costs. I was able to participate in this march, a symbol of the resilience and determination of our people in the face of the repeated attacks on our industry by our neighbours south of the border.

Privilege  Mr. Speaker, I thank my colleague for his comment. I was not at the committee meeting this morning. I was here in the House, but I did hear about what happened. I found it very strange. This is a perfect example of how the government does not care about consensus or about making sure that all parties are included in the process.

Privilege  Mr. Speaker, I appreciate my colleague's comment and his question. I was not here when that happened. When I was sworn in, I was given an ID card that was to be visible at all times in order for me to have access to every building on the Hill. It is important to identify oneself.

Ethics  Mr. Speaker, does the Prime Minister believe that it is important to tell the truth, not only to the Conflict of Interest and Ethics Commissioner, but also here, in the House, to all parliamentarians? If yes, why did he say that the only way to get to the private island owned by his friend, the Aga Khan, was by helicopter?

It is always such a pleasure to hear from him in the House. I am new here, so I was not around from 2011 to the change in government.

Justice  Mr. Speaker, this morning, the Quebec National Assembly considered holding an emergency debate on court delays in the province, which allowed a man accused of slitting his wife's throat to go free. When we asked the minister about this yesterday, she said that she was proud of the process that her government had instituted.
