The Environment  Mr. Speaker, that is a confusing response. Let us try this one. Leading into next week's climate meeting in Bonn, the United Nations is raising concerns with the growing emissions gap. It has called for deeper action by all nations. The environment commissioner has reported that the Liberal government is failing to even meet Stephen Harper's targets.

Ethics  Mr. Speaker, the fact is that multiple ministers are benefiting from a loophole in the Conflict of Interest Act, and the Ethics Commissioner has been calling for this loophole to be closed since 2013. For a government that held itself to such a high ethical standard, why is the Prime Minister refusing to do the right thing: take the Ethics Commissioner's advice and close the loophole?

Transportation Modernization Act  Mr. Speaker, when I sat on the transport committee, we had a very intensive review of rail safety. I have to say that I am stunned at how little has come forward. We identified a lot of problems with the regulation of rail safety. I know that government members are out talking to people, but they should be talking to the lawyers who have a whole litany of reforms they would like made to the Railway Safety Act.

Women in Renewable Energy  Mr. Speaker, I have discovered an important network for Canadian women working in the energy sector. WiRE, or Women in Renewable Energy, was launched in 2013 to forge partnerships for women working across a broad spectrum of renewable energy sectors and associations. Their mission is advancing the role and recognition of Canadian women working in all renewable energy and clean technologies.

Petitions  Mr. Speaker, I am tabling a petition from the residents of Ottawa, London, Scarborough, St. Catharines, Sault Ste. Marie, and Halifax. The petitioners call on the government, which is obliged under international law, to work for the total elimination of nuclear weapons. They therefore call on the government to sign and ratify the agreement to ban nuclear weapons.

Immigration, Refugees and Citizenship  Mr. Speaker, since May of this year, the European Union has been granting visa-free access for Ukrainians to the EU, yet Canada continues to reject large numbers of visa requests by Ukrainians. The reasons for the high rejection rate are unclear since the government has lauded its trade agreement with Ukraine.

The Environment  Mr. Speaker, the Aamjiwnaang First Nation, adjacent to the Sarnia industrial complex, has suffered high incidences of cancer, rashes, and respiratory diseases, yet there has been minimal enforcement action by Conservative or Liberal governments on repeated spills and pollution incidences.

Federal Sustainable Development Act  Mr. Speaker, I am not sure I heard a question in there. However, I can only then presume that the minister agrees with the various issues I raised. I am convinced that the minister cares about sustainable development. I am unaware if she fought for a more whole-of-government approach behind the scenes on holding the various departments and agencies accountable.

Federal Sustainable Development Act  Mr. Speaker, it is my pleasure to rise to speak to Bill C-57. According to the world-renowned economic theorist, Jeremy Rifkin, “Facing the prospect of a second collapse of the global economy, humanity is desperate for a sustainable economic game plan to take us into the future.”

The Environment  Mr. Speaker, caribou are an iconic Canadian species, but to survive they need an intact ecosystem. In addition, many indigenous communities rely on the caribou to survive. A 2015 federal assessment found that 81% of our remaining woodland caribou are in decline and projected to fall another 30%.

Federal Sustainable Development Act  Mr. Speaker, I would like to thank my colleague on the environment and sustainable development committee for his speech, a bit of which touched on the bill before us. It is a pleasure serving on the committee with him. We have a lot of fun together. We do not often agree, but that does not mean that we cannot have a good time.

Federal Sustainable Development Act  Mr. Speaker, I would like to echo the concerns raised by my colleague on the Standing Committee on Environment and Sustainable Development. My particular concern, contrary to what the minister has attested to, is that as the Minister of Environment and Climate Change, she is indeed moving forward on initiatives on climate change.

Business of Supply  Mr. Speaker, it is my understanding that the issue of how pharmacare would be delivered is not determined at this point, whether it would be delivered singularly through a federal system, through the individual provinces and territories, through first nations health authorities, and whether that would be coordinated.

Business of Supply  Mr. Speaker, what has come clear to me is the circumstance that we witness in the House over and over again in the two years of this session of Parliament. I am beginning to suspect that the reason the Liberal members will not vote for the motion is that they did not think of raising it themselves.

Business of Supply  Mr. Speaker, it is with great pleasure that I also rise to support the motion that we have brought forward. At the outset, it is important to point out that, when my colleague brought forward the motion, he was very clear that we are calling on the government to begin negotiations with other orders of government.
