The Environment  Mr. Speaker, it is great to hear from the member for Abitibi—Témiscamingue. I know Abitibi has a great hockey team. We had some laughs over that during the memorial cup. The member mentioned how important relationships are. Whether it is the relationships between us and our staff or between us and our community, really they are the relationships that bind us and bring us forward to be better members of Parliament and better citizens of Canada.

The Environment  Madam Speaker, I would like to thank the hon. member down the way for bringing in a different part of the discussion that has to do with the military and the effects of climate change on people who are in drought-stricken areas. We have deployed people across Canada. Guelph's 11th Field Regiment has been out combatting floods across Canada.

The Environment  Mr. Speaker, a few weeks ago, the students in Guelph from the community environmental leadership program and the Headwater Group had a town hall where they had the mayor, the MPP and me, as the MP, being challenged to recognize the climate emergency. At the beginning of the session, I was not sure what they meant by that.

Petitions  Mr. Speaker, I have three petitions that were signed at the Guelph Farmers' Market by local advocates. The first one is signed by 312 Canadians and calls for an immediate moratorium on the licensing and release of new GMOs and for an independent review of existing GMOs already released in the market.

Petitions  Mr. Speaker, the second petition, signed by 540 Canadians, calls on Parliament to enshrine in legislation the inalienable rights of farmers and other Canadians to save, reuse, select, exchange and sell seeds.

Petitions  Mr. Speaker, the final petition, signed by 300 Canadians, calls for a moratorium on the release of genetically modified alfalfa in order to allow proper review of the impact of it on farmers in Canada.

Oil Tanker Moratorium Act  Mr. Speaker, my constituents in Guelph are concerned about the environmental impacts of oil shipments off our west coast and what Bill C-48 would do to try to mitigate some of those concerns. It is interesting to see the amendments coming back from the Senate, especially to see the independence of the Senate in doing its studies.

International Trade  Mr. Speaker, we know that Canada's canola producers are key drivers of jobs, economic prosperity and growth for the middle class, exporting $11 billion in 2018 to more than 50 countries. Our government has shown that we are committed to maintaining full market access for Canadian canola seed exports, while supporting Canadian producers and their families to meet the challenges ahead through our trade diversification strategy.

Federal Trades Strategy  Madam Speaker, I thank the hon. member for touching on a topic that is near and dear to my heart as a mechanical engineering technologist from Red River College in Winnipeg. We looked at the issue of funding through the EI program, through budget 2019. Maybe earlier this year, that was just rolling out.

Impact Assessment Act  Mr. Speaker, I thank the minister for her presentation, and I also thank the other place, especially Senator Mitchell for his leadership on this file. The Senate used to be an echo chamber of the Harper government, but now we have an independent Senate bringing forth value. There is still some Conservative partisanship in what we see coming back, but we have come a long way in terms of governance.

Guelph and District Multicultural Festival  Mr. Speaker, this past weekend, under sunny skies, thousands of people converged on Riverside Park for the 33rd Annual Guelph and District Multicultural Festival. Local craft vendors, performers and food vendors shared their passion for art, culture and cuisine. On the main stage, performers shared their cultural music and dance, while from the giant food tent, people could tour the world, sampling food from 25 countries.

Business of Supply  Madam Speaker, I thank the hon. member across the way for continuing the discussion we are having in the Standing Committee on Industry, Science and Technology. As these concerns come forward, they will go to the government to be looked at and analyzed. The intention of the program is to increase the competition within the smaller regions of Canada.

Business of Supply  Madam Speaker, I will turn that into a question about what type of frequency we need in the north. If we look at the 600 megahertz band, we had an auction on that band this year. The low frequency band covers long distances in the north. Of the 112 licenses, 104 from this auction were from nine participants that would go toward developing these types of services in northern Canada and, in particular, indigenous communities.

Business of Supply  Madam Speaker, it is hard to be brief on these complex issues. When we look at the $1.7 billion that we will spend on the universal broadband fund to connect every household in Canada by 2030, this will include all types of providers, including the types the hon. member across the way has mentioned.
