Business of Supply  Madam Speaker, I thank my fellow Manitoba MP for his thoughtful speech. A quick Google search shows that Maryland and Georgia have cut a 36¢ excise tax on fuel until the end of May. Florida passed a one-month gas tax suspension on a temporary basis. Maine and Washington have introduced similar measures, as have other states.

Immigration, Refugees and Citizenship  Mr. Speaker, countless people in Ukraine are fleeing from ongoing Russian aggression. This is a major refugee crisis. Over one million people have fled Ukraine. Canada can be a safe haven. History demands that we act, and act now. Fast track visas are simply not enough. On what date will the visa requirement be lifted?

Russia's Attack on Ukraine  Madam Chair, let me be perfectly clear: Mr. Putin's word is not worth the paper it is written on.

Russia's Attack on Ukraine  Madam Chair, what we all recognize here today is that we have woken up to the tyranny of Putin's Russia, and that affects the entire world. Canada is not immune to that. We share a border with Russia. Mr. Putin, just the other day, spoke about raising his nuclear arsenal's alert.

Russia's Attack on Ukraine  Madam Chair, again, President Zelensky has shown us all what true leadership is. We have to give him all the support we can and wish him well in his endeavours to protect his country. I only hope that if Canada ever faced a similar situation that our Prime Minister would act in the same vein.

Russia's Attack on Ukraine  Madam Chair, in my brief time here, I was elected in 2019, I have never seen the House come together in such a way. It is really wonderful to see. I sit on the foreign affairs committee. We have been working together as a team to promote Magnitsky sanctions, sanctions under the SIMA legislation, and the whole world has come together to work in lockstep to do the same thing.

Russia's Attack on Ukraine  Madam Chair, I rise today with all members of the House to join in solidarity with the people of Ukraine. This unwarranted attack on a free and democratic country highlights how our security is inextricably tied to that of Europe. NATO and its allies understand the danger of a belligerent Russia that seeks to redraw the international borders of Europe by force.

Russia's Attack on Ukraine  Madam Chair, in 2014, after Putin invaded Crimea, Russia was expelled from the G8. Should Canada seek Russia's removal from the G20 and possibly the OSCE? What is the member's view of that?

Russia's Attack on Ukraine  Mr. Chair, many stakeholders have called for the expulsion of the Russian ambassador from Canada. I am wondering if the hon. member could give us his thoughts on that measure.

Emergencies Act  Madam Speaker, one of the important things about debate is that we need to stay on point. The real point of debate today is whether or not the threshold has been met for the invocation of the Emergencies Act. That threshold is that these matters “cannot be...dealt with under any other law of Canada.”

Emergencies Act  Madam Speaker, the Prime Minister said as justification for triggering this draconian legislation that it is not “the first, second or third” thing he would do, but when asked what the first, second and third things were that he actually did, he is unable to answer, as are his ministers.

Emergencies Act  Madam Speaker, I can only reiterate that the point we are debating today is really a binary one: Has the threshold been met or has it not? We cannot just invoke draconian legislation like the Emergencies Act without that test being met. It is clear that the government has not been able to make the case that the threshold to invoke that legislation has been met.

Emergencies Act  Madam Speaker, regarding the invocation of the Emergencies Act, I must ask how someone so irresponsible can be entrusted with such great responsibility. Our country is more divided than ever before. Over the past two years, we have seen the government divide Canadians for political gain over and over again by pitting one region against the other, pitting east against west, pitting Canadians against each other, eroding trust in our institutions and flouting the rule of law.

Emergencies Act  Mr. Speaker, the point here comes down to one fundamental issue, which is that the test, or the threshold, for invoking the Emergencies Act requires that situations such as this cannot be effectively dealt with under any other law in Canada. I heard the member comment a little about that.

Act Respecting Certain Measures Related to COVID-19  Madam Speaker, I agree with the member. The symbols and messages of hate that have permeated these demonstrations are very concerning. To that end, will the member be voting in favour of the bill put forward by my colleague for Saskatoon—Grasswood, which would make Holocaust denial and distortion a criminal offence in Canada?
