Petitions  Mr. Speaker, I have the honour to present three identical petitions signed by thousands of Canadians from across the country from Vancouver to Halifax. The petitioners call upon Parliament to enact legislation to ensure that dog and cat fur is banned from importation and sale in Canada.

Blood Donor Eligibility  Mr. Speaker, today is World Blood Donor Day, marked by the World Health Organization. I want to thank the hundreds of donors in Beaches—East York. This past Friday over 200 of my neighbours signed up to give blood at the Beach United Church, including Amanda Tiernan-Carpino, whose daughter Gigi was saved by a blood transfusion three years ago.

Business of Supply  Madam Speaker, I was very interested to hear my friend speaking about the recent Conservative convention and this issue of giving tickets to individuals who are picked up for small possession. My question for the member is this. Does he know that that answer is in fact decriminalization?

Business of Supply  Madam Speaker, I am proud to be part of a government that ran on a platform to legalize and regulate marijuana. As any expert will tell us, prohibition causes more problems than it proposes to solve. The answer is a regulatory framework based on evidence. We are not moving toward legalization now.

Business of Supply  Mr. Speaker, I thank the member and his colleagues for putting this motion forward, and I thank my government for working with the NDP and agreeing to the motion. Co-operation is a sign of strength, in my opinion. I want to ask the member about fairness. I agree that proportional representation is a fairer system.

Rugby  Mr. Speaker, I rise today to recognize the achievements of a formidable group of men, women, and youth. The Balmy Beach Club is a historic local landmark in Beaches—East York, home to the greatest rugby club in Canada. As winners of back-to-back provincial championships in 2014 and 2015, and after a perfect 20-win, undefeated season in 2011, it has the most provincial championships in Ontario rugby history.

Criminal Code  Mr. Speaker, I listened closely to my friend's comments. I understand he disagrees with the Supreme Court. He disagrees with its protection of individual liberty. He disagrees with its protection of security to the person. If the member disagrees with the Supreme Court's decision, is he calling on this government to exercise the notwithstanding clause?

Budget Implementation Act, 2016, No. 1.  Mr. Speaker, the Canada child benefit consolidates existing child benefits and it ensures that folks who make $500,000 a year do not receive a government benefit. They do not need it. They should not have it. It should go to folks who do need the help. This benefit, targeted as it is, means-tested as it is, will bring over 300,000 kids out of poverty.

Budget Implementation Act, 2016, No. 1.  Mr. Speaker, I thank the member for the question, but I am not sure he understands what it means to build a prosperous society and encourage investment in our communities. It requires a commitment to protect our environment. It requires a commitment to affordable post-secondary education.

Budget Implementation Act, 2016, No. 1.  Mr. Speaker, I agree that we could do more to ensure that people have support when they lose their jobs. Even when we look at the cities that do have coverage, the coverage for individuals is simply not adequate, which is why I spoke to the importance of a basic income guarantee.

Modernizing Animal Protections Act  Mr. Speaker, I first want to highlight that the member mentioned the bundling of various provisions. I have heard attacks on omnibus legislation. First, all of the provisions are related to animal welfare, the same topic, but more than that, it is seven pages. If it is an omnibus bill, it is the shortest omnibus bill that the House has ever had the opportunity to debate.

Modernizing Animal Protections Act  Mr. Speaker, I thank the member for her question and her work on the issue of animal welfare. The purpose of this bill is to take a step toward bringing Canada's animal welfare laws into the 21st century. I referenced the former member for Peterborough who said that very thing in 2004, and yet no action was taken.

Modernizing Animal Protections Act  Mr. Speaker, it is important to clarify some of the language. I tried as much as possible to state that quite clearly this is not intended to affect and will not affect animal use practices. With respect to the two provisions in particular, the poison section is already in the Criminal Code.
