Official Languages  Mr. Speaker, there are reports this morning that bilingualism in the public service has been put on the back burner during the pandemic. When public servants on the same team cannot understand one another, it leads to bad decisions and complete chaos, as evidenced by how some of the support measures were implemented.

Official Languages  Mr. Speaker, I am not sure if we are talking about the same thing, but video conferences are in English only and the documents are never translated. In the COVID-19 era, francophones in public health are feeling increasingly isolated. It is not as though the government did not know.

COVID-19 Emergency Response  Mr. Speaker, yesterday the government prevented Parliament from doing its job. We wanted to form a special committee on the allegations of Liberal corruption, but the Liberals told us we had to deal with the pandemic. That is fine. “Ask and ye shall receive”. Today, we are introducing a motion to “un-paralyze” the Standing Committee on Health.

COVID-19 Emergency Response  Mr. Speaker, it is our duty to ensure that taxpayers' money is spent well and distributed efficiently. We do not want to hear any more stories like the one we heard yesterday about Frank Baylis. We need to be more rigorous, for the sake of Canadians' health. Our motion seeks to put an end to the filibustering at the Standing Committee on Health.

Aerospace Industry  Mr. Speaker, Quebec's aerospace industry lost hundreds more jobs last week, including 250 jobs at Pratt & Whitney on Montreal's south shore, to give just one example. The aerospace sector provides high-quality, well-paid, knowledge-based jobs. How many more jobs does the sector need to lose before this government reacts?

Aerospace Industry  Mr. Speaker, the fact is, the government does not have a plan for the aerospace sector. A recent PBO report revealed that Canada would not achieve its goals with the supercluster strategy and that the aerospace sector has been abandoned. Canada's vast territory creates an opportunity for the sector to innovate, giving us a coveted edge over our international competitors.

Éduc'alcool Organization  Mr. Speaker, this month Éduc'alcool is celebrating its 30th anniversary. Thirty years ago, five people of vision had the grand idea of creating an alcohol “user's manual” for Quebeckers who choose to drink. What a success story this has been. It is hard to find a Quebecker these days who has not heard the slogan “Moderation is always in good taste”.

Official Languages  Mr. Speaker, from what I understand, the Prime Minister was in a rush to dole out money, but he was not in such a rush to help Quebec's aerospace industry, to support a long-term plan for green aluminum or to add the Davie shipyard to the shipbuilding strategy. The truth is that the Liberals were in a rush to help their friends and no one else.

Official Languages  Mr. Speaker, the Liberals' federal gong show will never change. Term after term, it is always the same thing. They have no respect for our public funds. They have no respect for Canadians' money. In the midst of a pandemic, they took advantage yet again and greased the palms of their friends at WE Charity.

COVID-19 Emergency Response  Madam Speaker, the Canadian Federation of Independent Business reported yesterday that 80% of business leaders are worried about the potential impacts of the second wave of COVID-19. For our businesses to survive, we have to make sure we do not leave any of them behind. We are still waiting for programs to be adapted.

Aerospace Industry  Mr. Speaker, yesterday, the Parliamentary Budget Officer said that the federal government's innovation superclusters initiative has very little chance of meeting its targets. My mother often told me that a bird in the hand is worth two in the bush. Canada's aerospace industry is in decline.

Aerospace Industry  Mr. Speaker, if our aerospace industry loses any more feathers, Canada's credibility and influence around the world will also suffer. Canada's aerospace industry is Magellan Aerospace in Winnipeg, Pratt & Whitney in Longueuil and CAE in Bagotville. The aerospace industry provides jobs and promotes the economic development of many of Quebec's regions, not just Montreal.

International Trade  Mr. Speaker, as I already mentioned, U.S. protectionism continues to knock at the door. It makes no difference whether the Democrats or the Republicans are in power. Today, we learned that a U.S. trade representative is calling for an investigation into whether their farmers are affected by imports of Canadian blueberries.

Resumption of debate on Address in Reply  Madam Speaker, to us, increasing health transfers to the provinces is extremely important. However, we cannot commit to a given percentage. The Conservative Party may be in power soon. We have to show that we are responsible. As far as the budget is concerned, we have nothing, we know nothing, and we do not know where we are headed.

Resumption of debate on Address in Reply  Madam Speaker, it is a shame that Parliament was prorogued for six weeks. The government did not allow us to sit during the pandemic even though Parliament has never been shut down in times of crisis. This prevented us from working in committee and debating things that might have been extremely important for the government in the coming days.
