The Environment  Madam Speaker, I can assure the member for Salaberry—Suroît and Canadians that Groupe Saint-Pierre has the expertise to do the job. As I have already said, this is a first step. The Minister of Transport announced the first phase, which is the result of a plan approved by all parties.

On November 7, our government announced the oceans protection plan, which includes a comprehensive strategy to deal with derelict and abandoned vessels shipwrecked in Canadian waters.

Shipping  Mr. Speaker, I would like to start by reassuring the marine industry, the St. Lawrence Seaway Management Corporation, and all users of the Seaway that the Coast Guard takes icebreaking operations very seriously and provides exemplary service. The Coast Guard meticulously maintains its fleet of icebreakers, and we are going to invest in modernizing and extending the lifespan of this fleet in order to ensure that they service the Seaway until new vessels are built.

Questions on the Order Paper  Mr. Speaker, with regard to (a), scientific background information from peer-reviewed publications informed the decision on carapace size. See (b) below for a list of documents containing relevant scientific information and analyses. The key elements in achieving a healthy lobster fishery are good egg production, a reasonable fishing mortality, that is, the exploitation rate, and a biomass composed of several year classes.

Fisheries Act  Mr. Speaker, I want to start by recognizing the good work the member for Port Moody—Coquitlam is doing, his continued dedication to the issues concerning aquaculture on the west coast of Canada, and his good work on the fisheries and oceans and Canadian Coast Guard committee. I would like to assure him and all Canadian stakeholders that our government takes these issues very seriously as we continue to support the responsible development of a sustainable aquaculture industry in Canada.

Fisheries Act  Mr. Speaker, the member opposite is an ardent defender of aquaculture-related issues that affect his region in British Columbia. Like his part of the country, New Brunswick has aquaculture sites in places like the Bay of Fundy, where people raise certain species of salmon. In my riding, we are mainly in shellfish, such as oysters and mussels.

Budget Implementation Act, 2016, No. 2  Madam Speaker, personally, when I look at the investments and commitments made by our government over the past year, I feel compelled to describe just how much this has been a boon for my riding and for Canadians. I will cite a few examples. The retirement age has gone from 67 to 65.

Fisheries and Oceans  Madam Speaker, I am very aware of some fishers' concerns about their access to mackerel and bait. Our department is working with them to try to find a solution to this problem. The department closed the entire fishery in Atlantic Canada on October 14 in order to assess the total commercial catch in Canadian waters in 2016.

Gilles Cormier  Madam Speaker, I am very pleased to rise to celebrate an extraordinary person and one of my very good friends, Mr. Gilles Cormier. Gilles, from Shippagan in my riding of Acadie-Bathurst, has been awarded the Outstanding Volunteer Award 2016 from Hockey Canada. Gilles has been awarded this title for his exceptional work over nearly 30 years in multiple levels of minor and senior hockey.

Indigenous Affairs  Madam Speaker, as I said before, a renewed nation-to-nation relationship with indigenous peoples is a top priority for our government. Once again, we are not opposing the rights of the five Nuu-Chah-Nulth first nations. Our government takes these rights very seriously and is working with first nations.
