Fair Rail for Grain Farmers Act  Mr. Speaker, I of course expect to be participating at committee and hearing from witnesses next week when this legislation gets to committee. It is important because we not only have the Minister of Agriculture and Agri-Food but also the Minister of Transport co-operating to bring this important legislation forward.

Rail Transportation  Mr. Speaker, I am sure the member did not pay for a ticket on the rail service. Our government supports a passenger rail network that meets the needs of today's travellers while supporting the efficient use of taxpayer dollars. I remind the member that VIA Rail is an independent crown corporation, and as such, it is responsible for its own operational decisions.

Canada Post  Mr. Speaker, I appreciate the member would love a national takeover of every arm's length agency under the sun. However, it is Canada Post that is an independent arm's length crown corporation. It is responsible on its own to not only operate on a financially self-sustaining basis but to take the operational decisions that are necessary within its business case.

Canada Post  Mr. Speaker, as a crown corporation that operates at arm's length from the government, Canada Post is responsible for its own operations. Canada Post's mandate is spelled out in the Canada Post Corporation Act and includes the need to conduct its operations on a self-sustaining financial basis.

Business of Supply  Mr. Speaker, the more I listen to members opposite talk about vouching, the more I wonder. If it is such a good system and so reliable, should it not be expanded? Would the member opposite think that if I went to an airport, for example, with my boarding pass, but had forgotten my wallet, should the person travelling with me be able to simply vouch for my getting on an airplane?

Health  Mr. Speaker, as the member will know, the Port of Quebec is an arm's-length organization, and as such is responsible for its own operational decisions. I know that the Port of Quebec has been working with certain tenants over the past number of months to implement measures like water cannons and dust capturing equipment, aimed at eliminating dust emissions from the port.

Air Transportation  Mr. Speaker, I thank the member for Peterborough for the question. As was said in the House earlier on this matter, the Ontario government is responsible for approving land use plans when it comes to wind turbines. The federal government does not approve wind turbine projects. The role of the federal government and Nav Canada is to ensure that wind turbines do not cause concerns with respect to aviation safety.

Air Transportation  Mr. Speaker, I will simply remind the member that wind farm proponents are the ones who are responsible for engaging interested parties, including Nav Canada. Nav Canada is a private company and, as such, it provides its input insofar as impacts on aviation safety are concerned.

Rail Transportation  Mr. Speaker, that is nonsense. The industry is regulated and the minister has taken action with respect to a protective direction with the full force of law on properly classifying. That is because the health and safety of Canadians is a priority for this government. This directive will ensure that all crude that is being transported be properly tested, classified, and the results sent to Transport Canada.

Rail Transportation  Mr. Speaker, there was a whole lot there in the member's question. The member raised a lot of different topics, everything from rail safety to VIA Rail. I think the focus toward the end was a little more on the VIA Rail side. The member will know that our government provides significant funding to support passenger rail services.

Quebec Bridge  Mr. Speaker, let me be clear for the member. CN owns the bridge and is responsible for it. The federal government's jurisdiction extends to the inspection of the rail line portion of the bridge. We have met our obligations to inspect it, and the track is fine. The province is responsible for the inspection of the roadway portion of the bridge, and it has undertaken those responsibilities.

Quebec Bridge  Mr. Speaker, I am pleased to have this opportunity today to speak in the House about the Quebec Bridge. The Quebec Bridge is an impressive structure of historical importance and a prominent landmark in the community. The Quebec Bridge is a vital link for transportation. CN and VIA trains use the rail lines on a regular basis, and thousands of vehicles cross back and forth daily.
