Agriculture  Nevertheless, non-viable companies will have to be supported by the government until their activities are redirected within the agri-food sector or in other sectors of the economy. We have to make the industry aware of the importance of the environment as a means of promoting agriculture. Finally, the agri-food sector needs a reasonable time to adjust to international competition.

Peacekeeping  Last May Canada called for a special session of the UN Commission on Human Rights. Canada was also the first country to make funds available to send observers to assess the human rights situation. When the crisis escalated, Canada stood out among UN action supporters by providing substantial financial assistance to the UN mission in Rwanda, in support of General Dallaire as it were.

Budget Implementation Act, 1995  The legislation gives the government the authority to make a transition payment to the owners of farmland in western Canada in lieu of the Crow benefit. Once the legislation is passed and the process of making the payments is in place, it will be very hard, indeed it will be impossible to go back and assess how bad the damage will be.

Recognition Of Quebec As A Distinct Society  Mr. Speaker, I am pleased to have the opportunity to put on the record some of the comments I have received from constituents. They have watched and participated with all of us, or most of us, as a number of members and parties in the House did not participate in the process, in order to reach out to the province of Quebec with most Canadians to set the country back on a path of a unified purpose and commitment to the dream which has made this country the envy of the world.

Speech From The Throne  These are found within the Constitution of our country, within the laws of this land and within the concepts behind this throne speech. It is a blueprint to a remodelled Canada, a prosperous Canada, a united Canada. It speaks to my constituents in Mount Royal in a very special and direct way. My riding is a microcosm of the macrocosm that is Canada. It is as diverse as our country.

Department Of Health Act  It will lead consultation aimed at interpreting the Canada Health Act but it will not cease to enforce the act so that universal access to appropriate health care is maintained throughout Canada. Canadians look to the federal government, to hon. members here in the House, to create bridges among the provinces.

Speech From The Throne  The present government seems inclined to follow in the footsteps of its predecessors under whom, from 1984 to 1994, the number of social housing units built in Canada dropped from 25,000 a year to zero: what a Tory massacre. Today, across Canada, some 1.2 million households urgently need housing. In Quebec, the figures show an intolerable level of poverty.

Foreign Affairs  We have wanted to extend these duties and moral obligations not only to our fellow citizens who are affected but also to the people of the rest of the world who are in conflicts which endanger their lives, by giving them significant aid which very often means the difference between life and death for them. These great values have guided our action abroad and earned Canada its international reputation and credibility as a defender of peace. However, on his latest trip to Europe, the Prime Minister seemed to want to call into question this great tradition and the underlying values along with it by saying that Canada was a little tired of playing the international boy scout.

Agreement On Internal Trade Implementation Act  Agreement was reached on three specific principles: that governments treat people, goods, services and capital equally regardless of where they originate in Canada; that governments reconcile standards and regulations to provide for the free movement of people, goods, services and capital within Canada and that governments ensure their administrative policies operate to provide for that free movement of people, goods, services and capital within Canada.

Canadian Wheat Board Act  So, the auditor general would submit a detailed report to the Minister of Agriculture and Agri-Food, in which a series of recommendations would be included to improve CWB's initiatives in all its fields of activities. I am not trying to convince the House to make the CWB accountable to Parliament.

Agreement On Internal Trade Implementation Act  The process began in June 1988, when federal and provincial agriculture ministers compiled a list of barriers to internal trade in agricultural food products. A federal-provincial committee of ministers of internal trade with a commitment to open market access within Canada was formed. The focus of this group was comparatively narrow.

Questions On The Order Paper  In 1991 the Canadian Wheat Board initiated a formal process to ensure it is properly structured and staffed to meet future challenges, demands, opportunities and threats. It engaged Deloitte & Touche Management Consultants to conduct a comprehensive operational review, the findings of which suggested there were considerable areas of strength in the CWB at that time.

Agriculture  In doing so I want to begin like other members by acknowledging and stressing the importance of the agricultural sector to Canada's future. Agriculture is important because we all have to eat, because of its contributions to GNP and the balance of payments and because, as others have pointed out, it is the economic underpinnings of most of rural Canada.

Income Tax Act  It has become almost a Canadian way of life. I notice that now when you walk into almost any book store in Canada right, front and centre some of the best sellers are on how to avoid tax. I noticed one the other day in which the person said forget it, leave Canada and live in the Cayman Islands and transfer everything right offshore.

Canada Health Act  Furthermore, the Canadian government recognizes dieticians as key resources in developing health policies such as Canada's Food Guide, which sets guidelines for good health. I therefore feel that it is important, as much for the general public as for the order of dieticians, that they be formally recognized and included in the Canada Health Act.
