Budget Implementation Act, 2019, No. 1  There are some interesting individuals at the top of the leadership. Imagine the discussion. Doug Ford says, “Just wait a minute, Mr. Leader of the Opposition, I need more time to figure out this environment thing”. As Canadians from coast to coast to coast wait for the Conservative Party to tell us what the plan is, we have to wait for Doug Ford to give instructions to the current opposition leader.

Business of Supply  The old Progressive Conservative Party of Brian Mulroney and members of the previous Conservative government of Stephen Harper advocated for a price on pollution, but we are seeing Doug Ford's influence within the national Conservative caucus today. Canadians should be concerned that Doug Ford seems to have more influence in the Conservative caucus in Ottawa than their own leader.

Energy Costs  It is almost as if they ignore the past, ignore all the things they have done and just wipe the slate clean. They are prepared to say anything at all that Doug Ford wants them to say. The amount of influence that Stephen Harper and Doug Ford have today over the Conservative Party of Canada is amazing. I guess we have to throw in Jason Kenney too.

Carbon Pricing  Conservatives such as Preston Manning support our approach. Mark Cameron, Stephen Harper's former director of policy, supports this approach. Even Doug Ford's chief budget adviser has testified before the Senate in this Parliament saying that the single most effective thing we could do to transition to a low-carbon economy is to put a price on pollution.

Extension of Sitting Hours  It is the personal attacks, whether directed at the Prime Minister or the Minister of Finance. That is fine. It is the Stephen Harper type of politics, with more and more of Doug Ford's style getting into their caucus and in their policies. It is scary stuff. One member opposite said that he is going to join our caucus. I believe that could happen sometime soon. If I were to speculate on the Conservative leadership at the end of the year or in 2020, I am thinking it could be Doug Ford, Jason Kenney, maybe the opposition House leader, and I do not know who else.

The Environment  I am speaking specifically about the province I represent in the chamber. The government of Doug Ford has clearly stepped out of the battle against climate change, which I will address later on in my comments. In last year's budget, we also invested $1.3 billion for land conservation, the largest such investment in Canadian history, which will more than double the amount of protected areas in the country.

Business of Supply  We have been waiting days, turning into weeks, turning into months for the Conservative plan, and now we are at well over a year. What are we waiting for? Why can Doug Ford, Stephen Harper, Jason Kenney and the current leader not sit around a table and come up with a plan? That is what we are waiting for. The real strength in the Conservative Party today here in Ottawa is Doug Ford, Stephen Harper, the current leader, and the recent add-on of Jason Kenney, all of whom, I would suggest, do not have a plan to protect Canada's environment.

Infrastructure  Almost 300,000 fewer children are lifted out of poverty as well. However, for infrastructure, Doug Ford has stood in the way of us helping Ontarians. Since 2018, we have $11 billion committed to Ontario. However, construction season is starting and the Doug Ford Conservatives are not taking the steps needed.

Budget Implementation Act, 2019, No. 1  Speaker, we saw what a Conservative budget looks like, essentially, with the tabling of the Doug Ford budget. We saw that, with their obsessive fixation on the debt and deficit, they are cutting health care in Ontario to less than the rate of inflation. We know that health care costs are growing at a rate of a little over 5% and the Doug Ford Conservatives have capped it at 1.6%, which means more patients in hallways and Ontarians getting sicker and not having the health care system they need.

Business of Supply  The Minister of Innovation came to Windsor basically saying that it was going to be put on the list and that people should not worry about it. Then he criticized Doug Ford, just like the parliamentary secretary did, for killing the Ontario program. Doug Ford's program was $10,000 and up to $14,000 for those vehicles. The parliamentary secretary should know that his government will not even match that.

Business of Supply  It has garnered support from the likes of Mark Cameron, Stephen Harper's former director of policy, who has been advocating for a fee and dividend system for some time. It has garnered the support of one of Doug Ford's advisers, although it has been walked back a little. If we look at the testimony of one of Doug Ford's budget advisers who testified before the Senate, he said that the most effective thing we can do to transition to a low-carbon economy is to put a price on carbon emissions.

Business of Supply  The concept of a price on pollution comes from the Paris agreements, and many other countries around the world have recognized the value of putting a price on pollution. It is interesting that when Doug Ford became the Premier of Ontario, it gave new life to the Harper Conservatives here in the House of Commons. It is almost as if they have been inspired by Doug Ford to ignore the environment and deal only with the economy and leave it with the economy.

Environment committee  The parliamentary budget office report has confirmed that low- and middle-income Ontarians get more money back in the climate rebate than they pay into the price on pollution, yet Doug Ford is continuing to waste taxpayers' money in court trying to make pollution free. It's astounding to me that Doug Ford and the Conservatives think we can fight climate change without having a plan.
