Committees of the House  Mr. Speaker, I have the honour to table, in both official languages, the 67th report of the Standing Committee on Procedure and House Affairs. The committee advises that pursuant to Standing Order 91.1(2), the subcommittee on private members' business met to consider the order for the second reading of a private member's bill originating in the Senate and recommended that the item listed herein, which it has determined should not be designated non-votable, be considered by the House.

Questions Passed as Orders for Returns  With regard to registered charities that indirectly fund Canadian political activity or campaigns through foreign or third party entities: what specific action to stop such funding is being taken by (i) the Canada Revenue Agency, (ii) Elections Canada?

Petitions  Mr. Speaker, every day impaired driving causes extreme grief and sadness for many Canadians. Driving under the influence of alcohol or drugs all too often ends in a tragic result. We need to stand alongside the victims and ensure they are supported. On behalf of thousands of Canadians, I table this petition today, calling on the government to make changes to the Criminal Code and to implement mandatory minimum sentencing for those convicted of impaired driving causing death.

Infant Loss  Mr. Speaker, I want to start by thanking all of my colleagues who have spoken in support of this motion today and, in particular, my colleague, the member for Flamborough—Glanbrook, for sharing his tragic personal story. I know how much courage that would have taken, so I thank him.

Chief Electoral Officer  Mr. Speaker, law-abiding firearms owners have sent me a petition. They are tired of being treated as criminals and being targeted unfairly by government laws. We all know that criminals and gang members do not obey the already strict requirements that legal firearms owners face.

Chief Electoral Officer  Mr. Speaker, while I have the floor, I do have one other petition from small businesses, which are the backbone of our Canadian economy. Businesses provide opportunities for jobs, sponsor our local sports teams, and support our charities. These are all businesses that are doing some great things in our communities, and they deserve to have the support from the government and have an environment where they can thrive and have fewer government obstacles in their way.

Democratic Reform  Mr. Speaker, Canadians are concerned about foreign interference in elections through third party spending, and rightfully so. Right now in the Ontario election, Leadnow, a shadowy, foreign-funded group, is paying thousands of dollars to try to affect the outcome of that election.

Democratic Reform  Mr. Speaker, I am totally aghast that the Liberals are continually trying to sweep this problem under the rug. Is it that the Liberals know that they benefit from this shady third party foreign spending? I say this because under this new legislation, third parties would still be able to take unlimited amounts of foreign cash as long as they do so before June 30.

Natural Resources  Madam Speaker, I would remind the Liberals that when they took office there were four viable private sector pipelines, and now there are none, plus taxpayers are on the hook for $4.5 billion. The Liberals are so committed to wasting taxpayers' money that they did this even though Kinder Morgan did not ask for a single cent, and we are still not an inch closer to getting a pipeline built.

Democratic Reform  Mr. Speaker, we all know that the Liberals love to spend money that is not theirs, and the Liberal government routinely spends millions of dollars in ridings where by-elections are being called, trying to buy its way out of trouble. That money belongs to Canadian taxpayers and not to the Liberal Party.

Democratic Reform  Mr. Speaker, on this side of the House, we know that the Prime Minister does not care too much for any opposition, but we are here to hold the government to account and to stand up for the interests of Canadians whether he likes it or not. It is evident that he is trying to ram through his new electoral legislation using closure, time allocation, or whatever other trick he has up his sleeve.

Democratic Reform  Mr. Speaker, what Canadians do not find amusing are the games and tricks being played by this Prime Minister while trying to ram through this legislation. He talks about being open to amendments in committee and wanting to have debate while they are in the middle of trying to shut it down and make sure there can be no amendments and no opportunity for debate.

Democratic Reform  Mr. Speaker, the Liberals continue to try to rig our democracy. They have tried to silence the opposition by changing the Standing Orders. They have tried to change the electoral system to one that would only favour them. They have used Canadians' hard-earned tax dollars to campaign during by-elections, including over $60,000 in Lac-Saint-Jean and almost $70,000 in Markham—Thornhill.
