Online Streaming Act  Madam Speaker, the hon. member talks about striking the right balance, and that is what this bill does. It is about balancing interests. There are companies like TVA or Quebecor that have obligations under the Broadcasting Act to produce content for Quebec culture, and broader companies for Canadian culture.

Online Streaming Act  Madam Speaker, in her speech, the hon. member mentioned that traditional media does not want to compete with digital players. However, they have been forced, through the years, to compete. Traditional media has obligations under the Broadcasting Act to Canadian culture and to the production of Canadian culture.

Canadian Heritage  Mr. Speaker, I would like to thank the hon. member for his sudden interest in Canadian heritage. He talks about February, but perhaps he does not remember that the pandemic was raging on. We have been there for our artists since the beginning, and we will continue to be. The pandemic has been tough, but the worst is behind us.

Committees of the House  Mr. Speaker, the hon. member was asked to withdraw his comments. One cannot do indirectly what one cannot do directly, and he is doing that very thing. He is trying to continue to use that unparliamentary word. He is doubling down on it. He was asked to withdraw. He sort of said he withdrew but then continued on to defend himself.

News Media Industry  Madam Speaker, Bill C-18 is good news for small media. Thanks to collective bargaining, small media will be able to make agreements. We wrote into the law that tech giants would have to make those agreements with a diversity of media, not just the big ones. Local media are essential to so many communities, and we will support them through budget 2022, which I hope the Bloc will support.

Digital Services  Mr. Speaker, the objective is very simple. We are going to ask online platforms to contribute to Canadian culture. We have heard the concerns that were raised about social media. We have gotten the message. We have fixed it. We are making it extremely clear. Users and their content will never be regulated.

Extension of Sitting Hours and Conduct of Extended Proceedings  Mr. Speaker, I rise on a point of order. I know I enjoy hearing from the hon. member, but this back and forth is debate. The Conservatives will have an opportunity to respond, and I look forward to hearing that, but all of this back and forth is truly just debate.

Business of Supply  Madam Speaker, I rise on a point of order. I am going to attempt time travel again. It is improbable for a place like this, but if you seek it, I believe you will find unanimous consent to see the clock at 5:30.

Business of Supply  Madam Speaker, I have been hearing speeches from Conservative members, and there is some convenient amnesia across the way. A short six months ago, they all ran on a carbon tax. Every single one of them ran on a carbon tax. Theirs was “the more you burn, the more you earn”. It benefited the wealthiest Canadians, whereas this government's price on pollution gives money back to Canadians.

Online Streaming Act  Madam Speaker, I rise with interest on the member's new-found interest in diversity and inclusion. Her colleague for Lethbridge talked about an overabundance of power, but the status quo deals with some of the largest companies in the world that often do not pay the creators who are posting videos and content, unlike broadcasters in traditional forms of media.

Online Streaming Act  Madam Speaker, I would like to thank the hon. member for his work on the heritage committee. We are eager to see this bill before committee and to engage in discussion on how to make it better, ensuring its principles and what we and the minister have set out are met. There is room for amendments and room for discussion, and the proper place is in committee.

Online Streaming Act  Madam Speaker, I do not think I have enough time for a response, but the goal is to make sure that broadcasters and online giants are on a level playing field. That is what we put forward, that is the goal of this legislation and that is what we hope to see moving forward.

Online Streaming Act  Madam Speaker, I think it is members of the Conservative Party who usually provide that content for the hon. member, but I can assure him that if he puts any of his videos online and gets millions of hits, it will not be regulated by the CRTC.

Online Streaming Act  Madam Speaker, I would like to thank the hon. member for her interest in diversity and inclusion. However, with the bill and the changes we are putting forward, it is the platforms that have obligations, not the users. The Conservative Party, last time this bill came around, left our creators and artists behind.
