House debate  Madam Speaker, the Canada child benefit will probably go down as one of the greatest social policies in Canadian history. People run toward me to give me a hug because of the Canada child benefit. The Canada child benefit has changed lives in Dartmouth—Cole Harbour. There are people who have not been able to put their children in hockey.

If he had been here before the last election, or if he was paying attention, he would know that we have made massive investments in connectivity. House debate  Madam Speaker, our plan is better. Our housing strategy is the best housing strategy, the biggest investment in housing in the history of the Canadian government. I feel that when we have made these commitments and we have made these bilateral agreements with each province, we are going to see incredible growth in housing.

Interparliamentary Delegations  Mr. Speaker, pursuant to Standing Order 34(1) I have the honour to present to the House, in both official languages, five reports of the Canadian Delegation of the Canadian NATO Parliamentary Association: the report of the Defence and Security Committee meeting, held in Hawaii, United States of America, from March 19 to 21; the report of the 2019 spring session, held in Bratislava, Slovakia, from May 31 to June 3; the report of the meeting of the Sub-Committee on Future Security and Defence Capabilities, the DSCFC, held in Beijing and Shanghai, China, from June 10 to 14; the report of the joint meeting of the Ukraine-NATO Interparliamentary Council, the Sub-Committee on NATO Partnerships and the Officers of the Committee on the Civil Dimension of Security, held in Lviv, Ukraine, from June 24 to 25; and finally, the report respecting its participation at the the 65th annual session, held in London, United Kingdom, from October 11 to 14.

The Environment  Madam Speaker, what is really interesting is this. Whether it be planning, procurement or operations, our government is looking at every move and every decision we make through a climate lens. That is absolutely imperative. We must do that and continue to do that. As a government, we cannot make a decision from this point forward without looking at how it positively or negatively impacts the environment.

The Environment  Madam Speaker, the speech, as it pertains to what the Department of National Defence and the Canadian Armed Forces are doing to green their fleets, is to realize and understand they are big contributors to the greenhouse gas emissions of our country. Militaries around the world are huge contributors to the greenhouse gas emissions of the entire world.

The Environment  Madam Speaker, since before we formed government, we talked about the environment in our platform. We have been doing climate action since we started campaigning and knocking on doors in 2015. With the conversations we have had in this House on a price on pollution, one of the only 50 or so measures we are enabling in order to impact the mitigation effects of climate change, it is ludicrous to think that we are doing this in the dying days.

Dartmouth—Cole Harbour  Mr. Speaker, I rise to honour Dartmouth—Cole Harbour. There has never been a better time to live in Dartmouth. Our city is vibrant, and we feel a deep sense of pride. It is an absolute honour making sure that our community is supported. Our government invested in daylighting the Sawmill River, revitalizing Sullivan's Pond and the Canal Greenway Park.

Social Development  Madam Speaker, this week the Leader of the Opposition miraculously claimed that he now supports our Canada child benefit. However, actions speak louder than words. The Conservative Party has voted against the Canada child benefit at every opportunity. The Conservatives put out a tax guide that did not acknowledge the existence of the Canada child benefit but included their proposed tax credits for millionaires.

Budget Implementation Act, 2019, No. 1  Madam Speaker, let me just say that I really admire the member and appreciate the time that we spend on our committee together. The member touched on a bunch of things in that question. I want to talk a bit more about the national school food program. I had a chance to go to the newest school in the riding and see the volunteers who provide breakfast and lunch programs every day for the young students in the P to 9 age groups.
