Economic Action Plan 2014 Act, No. 1  Mr. Speaker, I am very pleased to have the opportunity today to speak to economic action plan 2014 as Minister of Labour and Minister for the Status of Women. To begin with, I take issue with the last comment by the member. Whether it be the working income tax benefit or numerous other opportunities for Canadians, there are over a million low-income Canadians who are no longer on the tax rolls.

Economic Action Plan 2014 Act, No. 1  Mr. Speaker, there are a number of items the member opposite touched on, but the thing that resonates the most with me is her lack of attention to focusing on jobs and job creation. Economic action plan 2014 focuses substantially on job creation, whether it be the $55 million investment in internships for young Canadians or the new apprenticeship opportunity with the apprenticeship scholarships program that is being created by the Government of Canada to support those young Canadians who are most interested in entering into apprenticeships.

International Labour Organization  Mr. Speaker, pursuant to article 19 of the constitution of the International Labour Organization, the ILO, member states are required to bring recently adopted ILO conventions and recommendations to the attention of the competent authorities. I am pleased to submit to the House, in both official languages, two copies of the report of the Canadian position with respect to a convention and recommendations adopted at the 99th session, June 2010; the 100th session, June 2011; and the 101st session, 2012, of the International Labour Convention, in Geneva, Switzerland.

Labour  Mr. Speaker, as the member opposite knows, I have, on several occasions, spoken to both the employers and employees involved in this situation. This is no longer with the Government of Canada. This is an issue that is being dealt with by a company that has become insolvent. We have spoken to the employers and employees with respect to the Bankruptcy and Insolvency Act and the actions they can take.

Status of Women  Mr. Speaker, I would like to thank the member for Mississauga South for the question and for her outstanding work on the status of women committee. Our government is committed to taking concrete action to support new economic opportunities for all Canadians. This includes the Status of Women's women in technology initiative that helps women advance in the IT sectors, where we are encouraging them to participate.

Canada-Honduras Economic Growth and Prosperity Act  Mr. Speaker, as I mentioned in my speech, our focus—and I think it is a very important one—is about creating jobs and prosperity. With that there are equal chapters—one on the environment and one on the labour co-operation agreement, which I spoke to—that are about making sure that those individuals in both countries are well supported.

Canada-Honduras Economic Growth and Prosperity Act  Mr. Speaker, I am delighted to speak about jobs, as the member has raised, because we have worked with the business sector and Canadians to generate more than one million net new jobs in Canada, over 80% of them full-time and over 80% of them in the private sector. So this government is doing its job.

As members know, our government has been focused on what matters to all Canadians: jobs, economic growth, and long-term prosperity. That is why we are currently pursuing the most ambitious trade expansion plan in our country's history.

Food and Drugs Act  Mr. Speaker, I thank the member for his eloquent speech. Obviously one of the worst nightmares for a parent or for any individual is an allergic reaction or an adverse drug reaction. Even as recently as last week, while I was in my other official capacity, a parent phoned me at home at 11:30 at night to say, “I have called 9-1-1; I am heading to the hospital myself, but can I meet you there because I am so concerned about my child's reaction to a drug they have just taken”.

Offshore Health and Safety Act  Mr. Speaker, having grown up in a part of the country that is known for being the focal point of oil refining and development, northern Alberta and Fort McMurray, I am delighted to know that many of the individuals helping to grow Canada's economy are Atlantic Canadians. The offshore contributes significantly to our nation's production, including 35% of Canada's total light crude production and close to 10% of Canada's total crude production 2010.

Offshore Health and Safety Act  Mr. Speaker, as I mentioned before, I think the committee testimony was quite clear. The regulatory process has begun and we will be continuing the development of regulations following the passage of the bill. Provisions within the proposed amendments require that the regulations be completed within the next five years, and we are continuing to receive input.

Offshore Health and Safety Act  Mr. Speaker, as has been mentioned before, our government will continue to work with the Province of Newfoundland and Labrador with respect to the safety of these offshore areas. Commissioner Wells was actually very clear at the natural resources committee in December, when he said that he was pleased with our offshore health and safety legislation.

Offshore Health and Safety Act  Mr. Speaker, I would like to thank the member for London North Centre for really focusing on jobs. This is a huge component of what we are trying to achieve here. Whether it be the almost 5,000 individuals in Newfoundland and Labrador, or the over 1,000 individuals in Nova Scotia, this will have a direct impact on them by ensuring that we are growing the oil and gas economy in Atlantic Canada and reaching out not only directly to those employees, but also via the spinoff benefits to the individuals who are beneficiaries of this.

Offshore Health and Safety Act  Mr. Speaker, with respect to the specific report, I would have to ask my officials, since I do not have a note on that. However, extensive consultations have taken place since 2003, which were updated in 2010 and 2011. Employers, employees, and governments have all been consulted and are very supportive of what is going forward.
