Ontario East Economic Development Commission  Mr. Speaker, I rise today to acknowledge the outstanding work of the Ontario East Economic Development Commission. It is a membership-based organization with more than 125 members, representing all the communities of eastern Ontario, including my riding of Northumberland—Peterborough South.

Criminal Code  Madam Speaker, when we look at the Carter decision and the government's response to that decision, it is about finding a balance. As I said in my speech, we listened to Canadians and to the experts. We recognize that June 6 is a very imminent date and that we have found the best solution for now.

Criminal Code  Madam Speaker, there is a very strong role for the federal government to work with the provinces and territories. There are many questions yet to be answered during the discussions with the provinces and territories, and there are best practices around the world that have been examined and will continue to be examined with respect to implementation.

Criminal Code  Madam Speaker, the budget did indeed include $3 billion for home care. As the member may know, the minister has spoken a number of times in the House about her negotiations with the provinces and territories regarding how this framework for health care in general across Canada will be determined.

It is not an issue we usually like to discuss, but with the Supreme Court's decision in the Carter case, it is now at the forefront of our government's political and health agenda.

Forestry Industry  Mr. Speaker, Canada's forest industry is important to our economy and to communities across the country. Budget 2016 provides $1 billion over four years, starting in 2017-18, to support clean technology in the forestry, fisheries, mining, energy, and agriculture sectors, as part of the Government of Canada's commitment to innovation.

Natural Resources  Mr. Speaker, in January, the Government of Canada, as members know, outlined our interim approach of five principles that will guide decision-making on all major resource projects under review. Budget 2016 provides $16.5 million over three years to the National Energy Board, Natural Resources Canada, and Transport Canada to implement the interim approach.

Natural Resources  Mr. Speaker, I find it interesting. The other day the member opposite from Grande Prairie—Mackenzie stated that we should approve a project that has not even applied yet. I want to say that our government appreciates and sympathizes with the hardships that families and communities are experiencing in this resource downturn.

The Environment  Mr. Speaker, the health and safety of Canadians and protection of the environment remain the Government of Canada's top priorities. The government is committed to regaining public trust by ensuring proposed projects such as new pipelines undergo credible, robust, environmental, and regulatory reviews.

Employment  Mr. Speaker, as we have said many times in this House, we feel for the families and the communities in our energy-producing provinces who are going through this downturn in commodity prices. We are working to grow the economy. The National Energy Board, with its five new principles, is reviewing major projects.

The Environment  Mr. Speaker, I can assure the member that science will be considered, and I can also assure the member that the five principles will be applied to any project in process. Our government understands the importance of sustainably developing Canada's natural resources and moving them safely to market, but we also understand that it cannot happen without Canadians having confidence in the way projects are reviewed.

The Environment  Mr. Speaker, this government is committed to doing things differently, to recognizing both the importance of economic growth and the imperative of environmental responsibility. Canadians understand the importance of natural resources to our economy. They know that this industry creates jobs and spurs investment, but they lack faith in the way we assess those projects.

Citizenship Act  Madam Speaker, could the member opposite expand on why he believes it is so important for us as Canadians to say to the world that citizenship is important to us, that we respect the rights that go with that citizenship, and how much it means to those people we invite into our country to become Canadian citizens?

Natural Resources  Mr. Speaker, unlike the previous government we believe in meeting with all voices around the energy sector. In 2012, the previous government stated that environmental groups threaten to hijack our regulatory system to achieve their radical ideological agenda. That is not exactly helpful language to build bridges and find common ground.
