Business of Supply  Mr. Speaker, it is always a pleasure to hear my colleague from Alberta speak, but I am a bit surprised at the member's comment, saying that it would not be common sense to institute pharmacare. I know he comes from a party that believes we should be fiscally responsible. The Standing Committee on Health actually commissioned a study through the parliamentary budget officer.

Oil Tanker Moratorium Act  Mr. Speaker, I am seriously troubled. I feel very privileged to be in a caucus with fellow members who represent ridings bordering on the very ocean that we are talking about. Every one of them is sincere in standing up and sharing the views of their constituents. I stood aside as the environment critic in order to give them an opportunity to voice those views.

Business of Supply  Madam Speaker, I appreciate the comments from my fellow Prairie MP. It is a delight to have him in our Prairie caucus. He always has very thoughtful ideas to share in this place, which bring us back to what we really should be talking about, which is tax fairness. I wonder if the member would like to speak to the issue that was raised earlier by a Conservative colleague, that during this consultation period, many farmers were in the field, and many in our country, certainly in British Columbia, were busy fighting for their lives and to save their homes.

Business of Supply  Madam Speaker, I am sure that many in this place have been receiving the same kinds of concerns from constituents. I have met with and heard from a great number of women physicians, many who have set up their own small medical practices and either had children or are wanting to expand their families but are concerned that they will not be able to afford to continue to pay to run their practice while they take maternity leave.

The Environment  Mr. Speaker, the Commissioner of Environment and Sustainable Development today reported that the Liberal government had abjectly failed to take the necessary action to reduce greenhouse gas emissions or address the risks posed by climate change. She reported that Canada remained megatonnes away from meeting either the 2020 or 2030 targets.

Justice for Victims of Corrupt Foreign Officials Act  Mr. Speaker, let me know when I am close to five minutes, because we have very little time left and I would like to give time to my colleague so he can make his closing remarks. I know the bill is very important to him. I do not want to repeat what everyone else said. I too had the privilege of meeting Bill Browder and hearing the story of Sergei Magnitsky.

Justice for Victims of Corrupt Foreign Officials Act  Mr. Speaker, I thank and appreciate the member for spearheading the bill and I welcome the support of all the parties in the House. However, it is one thing to enact the law and it is another thing to use the law. It will be important for Canadians who are watching to recognize that we do have pretty well all-party support to proceed with the bill, which is long overdue, but we also need to be watchdogging the government so it actually delivers on it.

Access to Information Act  Mr. Speaker, I too have a great deal of respect for that member. I appreciated working with her on environment committee when I was first elected. She worked very hard on that committee. However, I am stunned. What is this, alternative facts? We have heard speaker afer speaker reiterate not even what is our opinion in this place but what legal and access to information experts are revealing.

Access to Information Act  Mr. Speaker, I would like to thank my friend, who has worked along with me for many years in fighting for access to information on behalf of Canadians, particularly in the environmental area. I too share the hon. member's concern that the government has done completely the opposite of what the committee recommended.

Access to Information Act  Mr. Speaker, I am pleased to rise to speak to this bill and share many of the concerns and disappointments that have been raised in the House today. In my 40 years as an environmental lawyer working as a public advocate, working with governments, and advising other nations, I have been constant in pursuing citizens' rights to have a voice in decision-making and to ensure that those voices are informed and constructive through ready and timely access to information, and, as my colleague from Regina—Lewvan mentioned today, fighting for whistle-blower protection measures.

The Environment  Mr. Speaker, further on transparency, the government claims it is seeking inclusion of strong environment and climate provisions in a modernized NAFTA, yet there are no environment advisers on the minister's NAFTA council. At the eleventh hour, the Minister of Environment and Climate Change formed a NAFTA subgroup, promising openness and transparency, yet refusing to reveal the measures the Liberals are seeking in the new deal.

Health  Mr. Speaker, tomorrow my constituent Petra Shulz will arrive in Ottawa hoping to deliver a message to the Minister of Health and to Parliament. She speaks for a network of Canadian mothers and families whose loved ones have died from opioid use or who could have hope of recovery.

Access to Information Act  Mr. Speaker, it would have been encouraging if the member's party had moved on the kinds of amendments that he is now calling for. Canadians have waited for more than three decades to finally have a strong Access to Information Act so we would have a better reputation internationally.

Holidays Act  Mr. Speaker, it is my pleasure to rise to support the bill, although I have to admit I am deeply disappointed that the member has relented and reduced his bill substantially. Initially, as I understand, Bill C-311 proposed that Remembrance Day be a statutory holiday. Remembrance Day is already a statutory holiday in my province of Alberta and in every province except Manitoba, Ontario, Quebec, and Nova Scotia.

Criminal Code  Mr. Speaker, this is a matter that has troubled me deeply in the eight, almost nine years I have been elected. There was a concern in the last government, the Harper Conservative government, that they would come forward and say they had reviewed these bills for charter compliance.
