Hurricane Fiona  Mr. Speaker, obviously we need to put a price on pollution and make sure the processes, companies and individuals causing climate change around the world pay for that pollution so that we can do the things necessary to combat climate change. That is the mitigation part of climate change.

Mr. Speaker, it is truly an honour to rise here this evening to begin this debate on the federal government's response to hurricane Fiona and the devastation it has brought upon Atlantic Canada. As the NDP critic for emergency preparedness and climate resilience, I felt it was an urgently needed debate, and I would like to thank the Speaker for granting my request and the Conservatives for agreeing that it is a necessary discussion.

Request for Emergency Debate  Mr. Speaker, I rise to ask leave to propose an emergency debate on the urgent and escalating situation in Atlantic Canada following hurricane Fiona. Fiona was the strongest storm ever to make landfall in Canada, with several lives lost; many homes swept out to sea; bridges, airports and other infrastructure damaged; docks destroyed; and close to a million Canadians left without power.

Infrastructure  Madam Speaker, if the parliamentary secretary could get her minister to respond to the two letters I have sent about this issue over the last few months, I would appreciate that. It is great to hear announcements of government investments in climate adaptation. In B.C. there have been projects jointly funded by the federal and provincial governments this year amounting to almost $30 million, but that is in stark contrast to the after-disaster rebuilding funding announcements this year in British Columbia, with the federal government funding over a billion dollars to help communities rebuild after floods and fires.

Infrastructure  Madam Speaker, just before we rose for the summer break, I asked a question about climate adaptation, about being better prepared for the increasingly destructive climate disasters that are affecting our country. We have had a series of terrible years of catastrophic weather in Canada.

Canada Disability Benefit Act  Mr. Speaker, the Liberals have been promising help for people with disabilities ever since I was elected seven years ago when they were first elected as a government. During COVID, the Liberals treated people with disabilities more or less as an afterthought, and when they did receive a benefit, only a third of the people who should have received the benefit actually received it.

Questions Passed as Orders for Returns  With regard to efforts that focus on education, training and economic opportunities for Indigenous women, girls, and 2SLGBTQQIA+ people, broken down by fiscal year since 2014-15: (a) how much funding has been dedicated through the (i) First Nations and Inuit Youth Employment Strategy, (ii) Indigenous Skills and Employment Training program, (iii) Women’s Employment Readiness Pilot, (iv) Women’s Entrepreneurship Strategy; and (b) how much of the funding in (a) has been committed?

Her Late Majesty Queen Elizabeth II  Mr. Speaker, it is a real honour to speak this morning in memory of Queen Elizabeth II and her service to Canada. I want to begin by mentioning her last public statement just a day or two before she died. It was a statement of condolences to the James Smith Cree Nation and the town of Weldon, Saskatchewan, communities that were impacted by unspeakable violence in recent weeks.

Judges Act  Mr. Speaker, I want to continue with the theme of what we have been hearing about this piece of legislation, Bill C-9. There seems to be broad support for it. It seems to be something that would be a good step forward at least. Everybody agrees on that. It has had a tortured history.

Judges Act  Madam Speaker, I thank my hon. colleague for her great speech. I think we all agree on this bill. It is a good bill, and it is important. In the spirit of co-operation, I would like to ask my colleague how she would improve this bill.

Criminal Code  Mr. Speaker, I think Bill C-5 is a remarkable missed opportunity to make some really good progress in Canadian justice. We have an opioid crisis. People are dying by the hundreds and the thousands through a poisoned drug supply, and they are being held back from the services they need and the medical attention they need by the fact that they are considered criminals.

Infrastructure  Madam Speaker, last month hurricane-force winds destroyed large sections of the power grids in Ontario and Quebec, and floods inundated the West Point First Nation in the Northwest Territories and the Peguis First Nation in Manitoba. A report from The Globe and Mail showed that even more Canadian communities are at serious risk of flooding.

Canada National Parks Act  Mr. Speaker, I am proud to rise to speak to Bill C-248, a bill that would create Ojibway national urban park near Windsor, Ontario, put forward by the member for Windsor West. This initiative would combine lands owned by the federal government, the provincial government and the City of Windsor to form a priceless package that would protect an endangered ecosystem unique to Canada.

Questions on the Order Paper  With regard to the Black Entrepreneurship Loan Fund, since its inception: (a) why was the second phase of the program, which included a joint $128-million fund from Canadian financial institutions, dropped from the program’s total loan fund; (b) what efforts did the government make to ensure that financial institutions fulfilled their portion of the initial $291.3 million investment; (c) how many applications submitted (i) received full funding, (ii) received partial funding, (iii) were denied funding; and (d) how many entrepreneurs were expected to receive funding as part of the second phase of the fund?
