Access to Information Act  Mr. Speaker, today the Information Commissioner does not have order-making powers. This is something that has been sought for over 30 years. This legislation would provide the commissioner with order-making powers for the first time. I am not speaking specifically to the case presented by the hon. member.

Access to Information Act  First of all, the order-making power granted to the commissioner was called for initially by a parliamentary committee in 1987. That has been ignored by successive governments. However, when the commissioner now orders that information be provided by the government and, as such, agrees with the requester, the government will only have 30 days.

Access to Information Act  Mr. Speaker, I misspoke, and I meant 30 days. The reality is that this is the first time the act has been updated in a significant way in 34 years. The order-making power provision was first sought by a parliamentary committee 30 years ago in 1987. We are the first government to actually provide it.

Access to Information Act  Mr. Speaker, there are two points to that question I would like to address. First, because the Information Commissioner will have order-making power, if in fact a requester of information believes that the government's decision to refuse to provide the information was inappropriate or wrong, there will be an appeal process.

Supplementary Estimates (A)  Mr. Chair, I can affirm that the bill is in great form. Again, I thank the hon. member for his ongoing interest, particularly at this hour. He can rest assured that the form of the bill is in fact the same as that passed in the previous supply period.

House debate  Mr. Speaker, I want to thank the member for Brantford—Brant for his continued interest in my figures. The form of the bill is the same as that passed in the previous supply period. It is a very fine form indeed, as solid as the last time he asked.
