Transport committee  If the program were structured similarly to the gas tax fund, I would note that we haven't heard too much criticism of it. There are 18 criteria for investments under the gas tax fund. If those types of criteria were in place, would that be more helpful to these municipalities and provinces?

Is that something you plan to do a yearly update on at your office, as opposed to you, at the end of 10 years, suddenly being facing a bunch of projects and you to try to figure them out?

I've counted the time. We've had one hour of testimony. It was one hour with the officials. We then had 20 minutes of questions with stakeholders and then this hour here with stakeholders.

I note that, despite our asking previously that Transport Canada remain here to listen to a number of the witnesses after their testimony, they aren't here again, just as they weren't at the second panel we had.

On Tuesday, when we had our previous testimony—and you folks were ready to go as well then—Mr. Lewis-Manning, in his remarks, identified an issue with the ship-source oil pollution fund. He specifically highlighted a concern with clause 721 of this bill regarding the liability of the ship-source oil pollution fund.

Transport committee  In your remarks, you also expressed concern with some of the proposed amendments to the Canada Shipping Act. Do those concerns lead you to call for amendments to Bill C-86 in these areas? Specifically, do you think the provision of interim orders might be amended to provide the parameters that you think are necessary?

Then we're moving on to discuss the overall recommendations and report phase. This is with regard to the 9 to 9:45 a.m. period, which is just before the PBO comes to the committee.

Transport committee  Is there a partnership between you and Edmonton? I know there are a bunch of regional airports, but Edmonton is attracting a fair bit of cargo, particularly from China. I'm curious whether there is that level of partnership between the two of you.
