Department Of Canadian Heritage Act  What is needed to bridge the gap between new arrivals and the Canadian community receiving them is to build a society based on a consensus about what constitutes the common good for people with diverse interests, backgrounds, origins and beliefs; give everyone a role to play in the big issues; and identify peaceful solutions to potentially explosive problems. In short, social peace is behind all the efforts we make through multiculturalism goals and strategies. I have travelled across the country. I have listened sometimes to the misunderstanding but I have listened to the people and have heard what they have said about our diversity.

Supply  That was not a worry for Canada for most of the forties, fifties and sixties, but with the explosion of terrorist groups and the incidents of the seventies it became a serious concern. It became clear that Canada was not immune with the 1982 assassination of a Turkish diplomat in Ottawa.

Department Of Natural Resources Act  In this bill it comes after the minister's duty of co-ordinating, promoting and recommending certain policies with respect to natural resources and explosives. It comes after assisting in the development and promotion of Canadian scientific and technological capabilities. It comes after participating in the development and application of codes and standards.

Peacekeeping  Pearson first developed the modern concept of peacekeeping: a UN Force. That idea defused an explosive international crisis and led to a peaceful disengagement of warring parties under the United Nations flag. Today, I may recall that since the creation of the first United Nations Emergency Force in 1956, under the leadership of a Canadian, Lt.

Indian Affairs  As my friend knows, in the last eight or nine years there has been a tremendous population explosion. The birth rate on reserves is twice that of the non-aboriginal birth rate. With respect to the C-31 returnees, when we passed the legislation the speculation was that perhaps there would be a 10 per cent increase on reserve.

St. Georges Anglican Church  It was architecturally a perfect circle and for almost two centuries a unique landmark in our city. In 1917 the church was seriously damaged in the Halifax explosion. It survived and in 1983 the Prince and Princess of Wales attended the rededication ceremony which stood in testimony to the devotion of those who undertook the task of restoring it.

Yukon First Nations Self-Government Act  Additionally Bill C-34 provides these First Nations with jurisdiction over the control or prohibition of the possession and use of firearms and other weapons and explosives. Part III, number 21 gives this a power which has been reserved for the federal government and not even given to governments at the provincial levels. With the passing of Bill C-34, that right to make firearm laws will be handed over to these four First Nations.

Rwanda  Stocks of medical supplies are rapidly being depleted. And the lack of clean water is complicating an already explosive situation. Sanitation and lack of access to clean water have been the most serious problems facing displaced people in urban areas in Rwanda and has also been a threat to the refugees in camps in Burundi and Tanzania.

The Economy  Speaker, unchecked growth in government debt is exposing Canada to the risk of currency and interest rate turbulence; simply put, explosions in deficits several years down the road. Ontario, like the federal government, put off for another year stopping the rise in government debt as a ratio of GDP. Fortunately, some western and Atlantic provinces plan to reverse the rise this year.

Westray Coal Mine  Exactly two years ago today, in my riding of Central Nova 26 coal miners were killed in the Westray coal mine explosion. Can the minister advise this honourable House as to what his position is regarding the recovery of the remains of the deceased coal miners still entombed in the mine?

Pearson International Airport Agreements Act  Since the two parties are in agreement, something that does not happen often during the life of a Parliament, why will the government not attack the root of the problem by urgently introducing legislation here in the House to deal with the explosive issue of lobbying? Both the Reform Party and the Official Opposition would be ready to move on this matter immediately and would make themselves available. There would have been no question of an agenda or of a timetable.

Canada Wildlife Act  A pack of wolves was reestablished on the island. At the beginning, food was plentiful and there was a population explosion, while the moose population dwindled. However, after thirty years, a perfect balance was reached on Isle Royale, to everybody's relief. This is the kind of balance that humans and the government should strive to achieve.

Migratory Birds Convention Act, 1994  The final thing they pointed out, which may come as a surprise to some people, is that they are actually having a population explosion of grizzly bears. There is an area down in the far southeast corner of my constituency, in the bottom corner of British Columbia, that is a remote area with a certain amount of logging and basically there are very few humans in that particular concentration.

National Sport Act  These numbers do not include the many tens of thousands of other players. From pre-schoolers to old timers there is an explosion of participation. Like so many other centres in my own riding of Port Moody-Coquitlam the facilities in our area just cannot keep up with the demand. Third, is hockey an inclusive sport open to all Canadians?

Snow Crab Fishery  While his announcement earlier this week has brought welcomed relief and hope to many fishing communities in Atlantic Canada, the minister will know that a potentially explosive situation is brewing in the snow crab fishery in the Gulf of St. Lawrence. With the groundfishery there all but decimated, gulf fishermen without snow crab licences have watched with growing envy and frustration as a small group of snow crab fishermen do extremely well from their access to this now valuable and plentiful resource.
