Petitions  Mr. Speaker, I rise to present two petitions this morning. The first petition is from residents of the Toronto area primarily. They are calling on the government to exercise precautionary principles in relation to the damage to pollinators done by neonicotinoid insecticides. The petitioners are calling on the government to follow Europe's lead and ban these pesticides.

Petitions  The second petition, Mr. Speaker, is from residents of Chilliwack as well as Boston Bar and Westminster areas. The petitioners are calling on the government for an outright ban on genetically modified organisms.

Canada-European Union Comprehensive Economic and Trade Agreement Implementation Act  Mr. Speaker, I recognize my colleague's efforts to draw an analogy for why investor-state agreements are useful. He only criticized the NDP for its opposition. I guarantee the hon. member that I oppose investor-state agreements more. I have never voted for them at all and unfortunately my colleagues in the NDP caucus have done so.

Petitions  Mr. Speaker, I rise to present two petitions to the House today. The first is from constituents primarily in the Toronto area. The petitioners call upon the government for mandatory labelling of any consumer products, including genetically modified organisms.

Petitions  The second petition, Mr. Speaker, is from residents of Vancouver Island. The petitioners hope that the House of Commons will put together a plan to confront the crisis of homelessness. They in particular point to the national affordable housing program as envisioned by the Canadian Federation of Municipalities.

Canada-European Union Comprehensive Economic and Trade Agreement Implementation Act  Mr. Speaker, my friend from Edmonton West appears unaware of the litany of cases Canada has lost where the motivation for taking action was to protect public health and protect the environment, such as regulating against a toxic gasoline additive. I do not know why anyone would want to see foreign corporations have superior rights compared to domestic ones.

Democratic Reform  Mr. Speaker, I agree with my hon. friend and colleague, the parliamentary secretary, that if the government engages in a consultation it should listen to what it heard. What it heard was overwhelming support for proportional representation from more than 80% of the witnesses who testified before the committee and members of the public in the tens of thousands who answered surveys online that our committee put forward.

Business of Supply  Madam Speaker, I certainly do not agree that the report that was tabled lacked consensus. It was a majority report. I do wish it had had all five parties around the table in agreement. The clear question was the one that we put in the report. People would have a choice in a referendum between the current system and moving to proportional representation.

Business of Supply  Madam Speaker, my friend from Skeena—Bulkley Valley spoke of working tirelessly. We worked very hard across party lines, and I mean all party lines: Liberals, Conservatives, NDP, Green, and Bloc. However, certainly no one worked harder than the member for Skeena—Bulkley Valley.

Business of Supply  Madam Speaker, I thank my hon. colleague from Churchill—Keewatinook Aski for a very impressive presentation. There is only one part of the NDP resolution with which I might differ. Would it not be better if, instead of an apology, we had a rewritten letter to the Minister of Democratic Institutions to keep this promise on track?

Business of Supply  Mr. Speaker, I thank the NDP for having this very important debate today. I share my colleague's concern regarding the growing cynicism caused by this broken promise. Does the member agree with me that it is not too late to still repair the damage and find a way forward based on the committee report?
