Economic Action Plan 2014 Act, No. 2  They can then use that money to solidify their business or expand it and create more jobs. The Canadian Federation of Independent Business has estimated that 25,000 person-years of employment will be created due to our EI credit. I had the pleasure of joining the Prime Minister in a trade mission to the United Kingdom in September. There, I had the opportunity to meet with Dan Kelly, the president of CFIB, Canadian Federation of Independent Business, to discuss the needs of small and medium-sized businesses, particularly in rural economies such as Glengarry—Prescott—Russell.

The Canadian Federation of Independent Business says that the credit would create 25,000 person-years of employment. While we are lowering payroll taxes for 90% of businesses in Canada, the Liberal leader has pledged to raise pension payroll taxes. Not only that, but the Liberal EI agenda would give EI benefits to prisoners, pay for a 45-day work—

Economic Action Plan 2014 Act, No. 2  For example, the Canadian Federation of Independent Business estimates that our small business job credit would create 25,000 person years of employment over the next few years. Monique Moreau, of the CFIB, said, “small businesses in Canada should be thrilled with this announcement...because they told us time and time again that payroll taxes like EI are the biggest disincentive to hiring.”

The Budget  Speaker, our hiring credit for small business will cut employment insurance payroll costs by 15% and will help businesses save more than $550 million. The CFIB says that the credit will create 25,000 person-years of employment. We are reducing payroll costs for 90% of businesses. The Liberals and the NDP support a 40- to 45-day work year.

The Budget  Mr. Speaker, the CFIB says the small business job credit will in fact create 25,000 person-years of employment. They call it, “fantastic news for Canada’s entrepreneurs and their employees, and as such, can only be a positive for the Canadian economy”. We are lowering EI payroll taxes by 15% and saving small businesses over $550 million over two years.

Employment Insurance  Speaker, let us hear from the people who actually create the jobs. CFIB says the small business job credit will create 25,000 person years of employment and called it, and I quote, “fantastic news for Canada's entrepreneurs and their employees”, and as such “can only be a positive for the Canadian economy”. We are lowering EI payroll taxes by 15% and saving small businesses over $550 million.

While we are lowering payroll taxes for 90% of businesses, the Liberals are supporting a 45-day work year. The Liberals should never run on their record on EI. They are the ones who stole the $60 billion—

Employment Insurance  Mr. Speaker, the CFIB was very clear. Our plan would create 25,000 person-years. This is extremely advantageous for the economy, for the generation of employment in this country. In contrast, the Liberal plan would encourage the firing of seasonal and temporary workers, precisely the opposite of what we want to achieve.

Business of Supply  He concludes that: Across Canada, we estimate the $550-million left in the hands of small businesses will lead to 25,000 person years of employment.... He adds that: ...it couldn't come at a better time. ...CFIB's most recent Business Barometer found that the economy is trending up, and more small businesses are looking to expand than shrink.

Business of Supply  In addition, we have made certain that beginning in 2017, premiums will be set according to a seven-year break-even rate, ensuring that premiums are no higher than they need to be. It is estimated that this measure alone will create 25,000 person-years of employment. Therefore, I am a bit confused why the Liberals would accuse us of not creating jobs when the facts speak quite the opposite. It reminds all members here today how they just do not understand small businesses.

Business of Supply  The Canadian Federation of Independent Business also estimates that the new credit would create 25,000 person years of employment over the next few years alone. Indeed, job creation is one of the many reasons that our government is committed to keeping payroll taxes and all other taxes low for Canadians.
