Transport committee  When you look at the possibility of adding homes to a property that a Canada Post location could have, for example, you see that it could still serve as a Canada Post location, but it could also serve as a housing development. Where that's possible, we don't want to limit ourselves only to those that have to go through the lengthier disposition process, in which you also forgo the cost advantage of making lands available, without adding that input cost towards construction.

Environment committee  I was thinking the other day that if you go to the Elections Canada website, you can enter your postal code and look up which riding you're in and where you go to vote on election day. If you go to the Canada Post website, you can track where your parcel is and if it's being delivered. Why can't Environment and Climate Change Canada post on its website the complete carbon tax model that it has been using, so that Canadians, members of Parliament and everyone can see how far along we are in terms of reducing our emissions and how much of that is attributable to the carbon tax?

Finance committee  Within this budget implementation act—and again, these are the things that we should be debating—is the availability of public lands for home plans: to be able to build on Canada Post properties, National Defence lands and in office buildings. This is something that I have heard the Conservative opposition members speak about over and over. It's in our budget. Let's talk about it.

Transport committee  Minister, I was very pleased, as many of us were, to see the discussion of federal lands in budget 2024 being positioned as a part of the solution to the provision of housing, including affordable housing in Canada. You and I have discussed my proposal to use Canada Post lands on the Halifax peninsula, so thank you for keeping that in focus. This idea of leveraging federal lands to address the housing crisis, through my lens, accomplishes two key things: It can mitigate the cost of land in transactions, which is a huge driver of cost for the end-user, but it's also going to improve the supply of land that's already serviced.

Questions on the Order Paper  In response to (b), Dameon Wall, external relations manager, provided information via phone calls or emails on behalf of Parks Canada. In response to (c), Parks Canada posted notification of the detailed impact assessment to the Canadian Impact Assessment Registry on February 9, 2024. The draft detailed impact assessment document was available on March 1 and was emailed to all who had requested it by March 3.

Government Operations committee  I will let everyone know hopefully by the end of this week or early next week if we have another solution. We might have to find another time for the president of Canada Post. If everyone will allow me flexibility with the president, we will do so, but it's certainly not our intention to have 16 witnesses in here for two hours on the main estimates and Canada Post rural.

Government Operations committee  My intent is to do a four-hour meeting on the 29th, starting with PSPC on the main estimates and with TBS on the mains in the second hour, with the minister. Then, in the final two hours, it's Canada Post, to recognize the motion from Mr. Bachrach and the will of the committee to have Canada Post appear separately on the rural post office study. That's just so everyone is aware of that.

Government Operations committee  From 5:30 to 6:30, it will be with Treasury Board on the mains, with the minister. The last two hours will be with Canada Post solely to be here on the rural post office study. PSPC stated that they wanted to appear with Canada Post, but we brought it up almost a month ago that this is not the will of the committee.

Science and Research committee  Almost 100% of SSHRC of grants are awarded to students, researchers and research teams, following expert or peer review conducted in accordance with global best practice. These awards are administered by Canada's post-secondary institutions—the central pillars of the Canadian research ecosystem—which receive their mandates and operating funds primarily from the provinces or territories. Research is just one component of their mandate, albeit an extremely important one.

Science and Research committee  Pursuant to Standing Order 108(3)(i) and the motions adopted by the committee on Tuesday, January 30, and Thursday, February 15, the committee is resuming its study of the distribution of federal government funding among Canada's post-secondary institutions. It's now my pleasure to welcome, from Acfas, Martin Maltais, president, and Sophie Montreuil, executive director. From the Canadian Federation of Students, we have Gishleine Oukouomi, national treasurer.

Science and Research committee  We are honoured to be able to contribute to the committee's work on the distribution of federal government funding among Canada's post-secondary institutions. Over the past one hundred years, Acfas has made an outstanding contribution to the transmission of knowledge in French, and to the advancement of the francophone research community in the French-speaking world.

Government Operations committee  We are still in committee business. I do have to discuss Canada Post and the estimates. Perhaps we can get through all this today. It's just a heads-up. Go ahead, Mr. Kusmierczyk.

Government Operations committee  That hasn't changed. All we are adding is two hours next to that, and that's where we're bringing in Canada Post.

Government Operations committee  It's on the issue of Canada Post appearing on the study on rural postal service. I would love to have the documents that we requested by that time so that we can ask him about the specifics. I'm just noting that the information was not included as requested.

Government Operations committee  If necessary, we'll bring in the officials separately. The original offer by the government was to have both ministers and the president of Canada Post and all the officials all together, all 16 of them, for one two-hour meeting, with the ministers all appearing together for one hour only. I think this hopefully is the best way forward.
