CBC/Radio‑Canada  Mr. Speaker, La Presse reported today that CBC management is planning for closer ties between the English-language network and Radio-Canada. Radio-Canada is not in crisis. CBC is in crisis. Closer ties will mean concessions made at the expense of Quebec culture and Quebec creators.

The Budget  Mr. Speaker, when the Prime Minister was revealing his budget, or rather his plan to interfere in Quebec's jurisdictions, he justified it by saying that people do not care which level of government is responsible for what. However, a Leger poll found that 82% of Quebeckers believe that the federal government should respect the division of powers.

The Budget  Mr. Speaker, Quebeckers are not the only ones who are against jurisdictional interference. Every provincial and territorial premier added their signature to that of the premier of Quebec in a letter calling on Ottawa to respect their jurisdictions: health, education, housing. They are all calling for the right to opt out with full financial compensation whenever the federal government steps out of its jurisdiction.

Amendments to the Standing Orders  Mr. Speaker, before I begin, I would just like to provide a definition of the House Standing Orders, since that is what we are talking about today. We are talking about amending the Standing Orders. According to Bosc and Gagnon, the Standing Orders “are seen as an exercise of the parliamentary privilege of the House to regulate its own internal affairs.”

Amendments to the Standing Orders  Mr. Speaker, I have to hand it to the opposition member. His motion makes sense. At the same time, it does not. Why would I say that? Because amending the Standing Orders of the House of Commons should be done by consensus. As we saw last year, unfortunately, some people do not seek consensus in the House.

The Budget  Mr. Speaker, the Prime Minister's budget is a budget of threats. The Prime Minister is threatening provinces with cuts to housing if they do not accept federal conditions. He is also threatening cities with cuts to public transit if they do not allow him to dictate their zoning rules.

The Budget  Mr. Speaker, the ultimate threat of this budget is its electioneering. The Liberals' priority is not housing, it is getting re-elected. Numbers do not lie. If housing was a priority to them, they would not have budgeted 97% of the billion dollars allocated to accelerating the construction of apartments for after the election.

Cheer National Championships  Mr. Speaker, the Cheer National Championships took place last weekend. Over 8,000 athletes from across Canada gathered in Niagara Falls to compete for the title of best Canadian team. As the parent of a young athlete named Ophélie, I have to say that I was very proud. Every time I have a chance to attend these competitions, I am impressed by the talent and determination of these athletes who push their limits and overcome obstacles and even sometimes injuries.

House of Commons  Mr. Speaker, the witness said earlier that he had altered two resumés, but only after contracts were awarded. Is that correct?

House of Commons  Mr. Speaker, I am sure he said that. I was there, I heard him. I do not understand why he is claiming that he did not say it. Earlier, a Conservative asked him if he had altered two resumés and he said yes, but after he was awarded contracts. Did I mishear that?

House of Commons  Mr. Speaker, earlier, the member for Terrebonne asked whether Mr. Firth has ever given any money, benefits in kind, gifts to public servants. The witness said that he had, but only after the contracts were awarded. Is that accurate?
