National Strategy on Brain Injuries Act  moved that Bill C-277, an act to establish a national strategy on brain injuries, be read the second time and referred to a committee. Madam Speaker, it is indeed a great and rare honour to be able to stand in the House of Commons to sponsor and present a piece of legislation for all of my colleagues to consider.

National Strategy on Brain Injuries Act  Madam Speaker, I have not yet had the time to consult widely with the provinces, but I do not see Bill C-277 as in any way interrupting their clear jurisdiction over health policy. This really would be putting in a legislative requirement for our federal Minister of Health. It is spelled out right in clause 2 that the Minister of Health cannot develop this strategy without consulting with provincial representatives, with representatives of indigenous government and with stakeholders.

Public Safety committee  I don't really have any skin in the game for this one. I'm speaking as someone who did vote against Bill C-75. I was present in the 42nd Parliament during the Liberal majority government. I just find it curious that this motion is being brought forward when we're actually in the middle of a study on car theft.

Public Safety committee  Honestly, I didn't want us to take that long, but I think, to Mr. Lloyd's point, that's a regular standing order, so I think it is up to 45 days. I'm not sure we can do anything about that. That's kind of a standard standing order. I'm prepared to accept it with the amendments, just as long as we get you to formally report it to the House, Mr.

Agriculture committee  We can always see their publicly reported figures, but for us to completely ignore the role that corporate profits in oil and gas in particular are having on our farm sector is really missing the entire point. I think my position on Bill C-234 is quite clear, but I would like to reserve the right to amend some of the preamble. I'll just leave it at that.

Business of Supply  Madam Speaker, related to today's discussion is Bill C-234. Conservatives have been campaigning loudly about how they would like to see the Senate amendments to that bill rejected and it be passed in its original form. I can say now, as I have said before, that the NDP supports that position because we think the bill's principles are in line with what is in the original Greenhouse Gas Pollution Pricing Act.

Agriculture committee  I'd like to thank all of the witnesses for helping to guide this committee through our study of Bill C-355. Captain Perry, I'd like to start with you. I appreciate how clear you are with the amendments. You specifically mentioned the sections you would like to see removed. Is it your position that if the committee follows through with those amendments, your organization is relatively ambivalent about the status of the bill?

Agriculture committee  Since the ministerial mandate letter at the beginning of this Parliament, your agency has had a lot of time to consider this question and the policy implications of it. You've talked about the consultations. In the meantime, we have two bills. We have Bill C-355, which is before this committee right now, but we also have a bill from Senator Dalphond in the Senate. We have two different legislative approaches. We have private members' bills looking at this.

Government Business No. 35—Extension of Sitting Hours and Conduct of Extended Proceedings  Madam Speaker, I am going to try to lower the temperature. I really want to put today's motion in the context of Bill C-50 because I think that bill in particular illustrates the reasoning behind the motion. When Bill C-50 was at committee, the Conservatives, I highly suspect, used ChatGPT's AI technology to generate 20,000 amendments.

Agriculture committee  A couple of weeks ago, there was an important vote in the House of Commons on NDP leader Jagmeet Singh's bill, Bill C‑352, bolstering increased legislative muscle for both those bodies. The only party that voted against that bill was the Liberal Party, including you. Thankfully, that bill has now gone to committee, but I guess that when Canadians are looking for increased legislative action to fully equip our agencies for looking after these issues on behalf of Canadians, they want to know why you're voting against increasing powers for the Competition Bureau and the Competition Tribunal.

Agriculture committee  I want to get to another question. I heard your opening comments about Bill C-234, and speaking for the NDP, I'll say we're supportive of the bill that was passed at third reading in the House of Commons. I understand the costs that you associated with that, but we also had witnesses who explained that over the same time, they saw diesel costs go up 110% and that it's a time when we have seen record corporate profits in the oil and gas sector.

Health committee  It seems that we've just been constantly kicking the can down the road. The first delay was for two years. Bill C-39 delayed it by a further year. Here we now are, with Bill C-62, looking at another three years. I'm just wondering, first of all, what your reaction was at the time when the government did that 180° turn in their decision.
