Justice  Mr. Speaker, yesterday, the Liberals voted against our Conservative motion to put eight-year-old Tori Stafford's killer, Terri-Lynne McClintic, back behind bars. Also yesterday, Tori's father, Rodney Stafford, visited Ottawa and gave several media interviews in which he asked the Prime Minister to reverse the transfer of his daughter's killer.

Justice  Mr. Speaker, Parliament has actually opined under section 6 of the act that the corrections Canada officials have to listen to the minister. Before, under the Conservatives, Tori Stafford's killer was behind bars. Under the Liberals, she was moved to a healing lodge, and yesterday, Rodney Stafford, the father of Tori, made an impassioned plea to the Prime Minister to put his daughter's killer back behind bars.

Justice  Mr. Speaker, Canadians continue to call on the Prime Minister to do the right thing and send Terri-Lynne McClintic, the killer of eight-year-old Tori Stafford, back to prison. While he and his public safety minister dither with this review and refuse to review the transfer, which did not occur in 2014, but just a few months ago, with McClintic now enjoying life in a healing lodge without a fence.

Justice  Mr. Speaker, the Prime Minister accuses us of games, but I remember being in the Ontario legislature as an MPP 18 years ago when the Ontario legislature voted unanimously to ask the federal government to stop a transfer of a cop killer to Club Fed. The Minister of Agriculture and Agri-Food, who was solicitor general at the time, stood in the House and reversed the transfer.

Justice  That is not good enough, Mr. Speaker. Indeed, this week, police chief Bill Renton who oversaw the massive OPP manhunt for Tori Stafford's murderers publicly denounced the transfer of her killer, Terri-Lynne McClintic, to a healing lodge. Chief Renton said he was echoing the concerns of Canadians who are outraged by the Liberals' inaction to put Tori's killer back behind bars.

Justice  Mr. Speaker, upon hearing the outrage of Canadians, Conservatives have introduced a motion today calling on the Liberal government to put eight year old Tori Stafford's killer, Terri-Lynne McClintic, back behind bars. Yesterday, the Ontario legislature, including Liberal and NDP MPPs, passed a motion calling on the Prime Minister to put McClintic back where she deserves to be.

Business of Supply  Madam Speaker, the hon. member has raised a good point. It is almost like asking why the sky is blue. Why do Liberal members continue on a course of conduct that totally defies common sense and the sense of justice that most Canadians feel? We saw this in the case of the cop killer who was given veterans benefits until that was reviewed.

Business of Supply  Madam Speaker, what I can say is that we were elected to represent Canadians. We are here to make very important decisions for all Canadians. We are here to be elected representatives to make the right decisions for Canadians. I make no apologies for that, and the hon. members on the other side should make no apologies for that.

Business of Supply  Madam Speaker, the situation was clear. McClintic was still behind bars. She was still in a cell, and she was still behind razor wire. By the way, the victim's family was not informed of the transfer and had to find out about it later. That in itself is a violation of the Victims Bill of Rights.

Business of Supply  Madam Speaker, I thank you for the admonishment. I think it is very important that we realize that this is a very emotional debate. However, as the seconder to the Conservative Party motion, I would reiterate how we hope that the Liberal government will hear the outrage that has been expressed across the country over the transfer of Terri-Lynne McClintic, the killer of eight-year-old Tori Stafford, to a healing lodge in Saskatchewan.

Justice  Mr. Speaker, we know that the Liberal government has the political, legal and moral authority to reverse the transfer of child killer Terri-Lynne McClintic to a healing lodge. The public safety minister knows the bureaucrats got it wrong, and it is his job to fix their mistakes.

Justice  Mr. Speaker, the killer was behind bars. Now the killer is enjoying life in a healing lodge after being convicted of the first degree murder of Tori. It is very clear and very simple actually. The government can give a policy direction, and the policy direction can include Terri-Lynne McClintic as the killer of Tori Stafford.

Justice  Mr. Speaker, the facility does not even have a fence, but it does have cooking classes. The fact of the matter is that the Minister of Public Safety characterized the killer's conduct as “bad practices”. When is the Prime Minister going to do the right thing, admonish his minister, do the right thing for people who care about justice in our society and make sure that the killer is put right back behind bars?

Justice  Mr. Speaker, I would like to state for the record that the only political games being played in this House today are the word games being conducted by the Prime Minister of Canada on this very important issue. Terri-Lynne McClintic helped lure Tori, hit Tori three times in the head with a claw hammer; she was a look-out while Tori was raped and then helped place Tori's body in a garbage bag.

Fisheries Act  Madam Speaker, the member for Haldimand—Norfolk is right. One has to ask oneself what the reason is for a piece of legislation. Surely that is the first thing we do in government when we are tackling an issue. What are we trying to fix? Here we are debating the bill this evening, and it is fixing nothing and actually making the situation far worse.
