However, the current legal framework does not provide guarantees for public servants in terms of their job status, their tenure. That's something they're moving toward.

The bottom line for Ukraine is they need a professional public service that works, that is not corrupt, and that can accomplish the things the government needs to do.

From our experience, CBIE's role has been to serve as a facilitator of these types of public service partnerships. We are there to identify needs, to understand the local context, to bring those needs together, and to connect them to potential Canadian partners.

There are numerous smaller considerations that reflect the experience and professionalism of the domestic partner organization or interlocutors, which play a significant role in determining whether a partnership will in fact be successful.
