Official Languages committee  —that the federal government, without interfering in the education, would eventually encourage and—I don't know about the money for it—put some effort into these kinds of exchanges.

Official Languages committee  We have la belle province; we have Quebec. Why are we not using the opportunities that we have?

Official Languages committee  I just want to tell you that in the European Union, there are now 20 official languages. That is incentivizing people—

Official Languages committee  I'm just telling you this from the army perspective. I was in the Canadian army. It was absolutely enjoyable to know every province. For example, I know people from Quebec who served in the armed forces. They settled in British Columbia, in Chilliwack. They loved it, and they brought culture, and they brought openness and so on.

Official Languages committee  Thank you very much, Mr. Chair. To the witnesses, thank you very much for your presentations. I understand you learned a second language. You were exposed to the second language. You have also been in Europe, right? Can you tell me how these languages are taught in Europe? In Switzerland they have four official languages.

Official Languages committee  It seems to me that the languages are taken up with ease. There are no problems around it. People love speaking more languages. For me, any language you speak is a culture multiplier. I'm asking you, from your European experience, how can we get these two beautiful languages, these two great languages, le français and English, spoken in this beautiful country?

Official Languages committee  Okay. When you established the three programs—protection of language rights, promotion of linguistic duality, and internal services—you made them basically each 30%. Can you explain a little bit more about internal services, and about what you mean by internal services? I understand the program for the protection of language rights.

Official Languages committee  Thank you very much, Mr. Chair. Thank you very much, Commissioner, for your presentation. It was excellent. I have a couple of small questions. First, in your presentation you said that the Office of the Commissioner “has a budget of $23.9 million to support it in its mandate for 2013-14.

Official Languages committee  You have 72%, which is $15.1 million for salaries, only the salaries. What about the other 28%?

I prefer to speak English and to ask my questions in English, even though I speak at least six foreign languages. I would like to talk to Mr. Leclair. The Canadian Association of Second Language Teachers is not a regulatory body, but rather an association that encompasses every organization in the provinces, right?

Official Languages committee  You mentioned in your presentation that there are differences in the levels of French teachers and so on. How can you improve this situation and how can we as a federal government help? This question is for you. I also have a question for Madame Kenny and Mr. Quinty. You are the Fédération des communautés francophones et acadienne du Canada.

Official Languages committee  Do you have an office or a presence on the campus so that students who are interested in French could go there?
