Human Resources committee  From a health and safety perspective, I would say we're now more aware that there's a psychological health and safety aspect that we have to be conscious of in the workplace, and that we have to put in measures to try to protect people in those regards. It's not just physical health and safety.

Human Resources committee  I believe it's 185,000 that are covered by the core public administration.

Human Resources committee  Do you mean through the informal conflict management one?

Human Resources committee  We don't keep statistics on the informal conflict management system. It is that, exactly—an informal conflict management system.

Human Resources committee  Thank you for the opportunity to appear before this committee. I'm here with my colleague, Kathleen Clarkin. We're here to speak about the role of the Office of the Chief Human Resources Officer, the OCHRO, with respect to the current policy framework on harassment and violence in the core public administration.

Finance committee  I don't know that we're qualified to comment on what's standard process. The discussions that were held were internal and it was with the people who had been involved in, obviously, all of these processes.

Finance committee  I think the change that you might be referring to, and I'll let my colleague Dennis Duggan speak to that, is the one that deals with essential services.

Finance committee  Essentially the provision is that any group that has positions that are 80% or more designated essential will be utilizing the arbitration route as opposed to the strike route. I think the basis for that was the fact that these groups, obviously by the reason of the number of positions that are designated essential, it does impact on their ability to strike.
