One of the challenges we have is actually finding data that would allow us to see the anticipated impact of adding this to the Copyright Act. Some would make the point that it will make it more profitable to actually have art being sold out of the U.S. rather than Canada. There is no data that would demonstrate that because it's about future behaviour.
