Criminal Records Act  Madam Speaker, obviously with anything that we do, we have estimates. We are estimating that a certain number of Canadians will come forward to access the new tools we are giving them for a record suspension. If we see that those numbers are higher than expected or lower than expected, we will adjust and we will make the changes necessary.

Criminal Records Act  Madam Speaker, I am pleased to participate in the debate on Bill C-93 at second reading. This bill will make things fairer for Canadians and their families. There was an ineffective prohibition of cannabis for far too long and, as a result, many Canadians ended up with a criminal record after being convicted of simple possession of cannabis.

The Environment  Mr. Speaker, if the NDP and the Conservatives want a plan for fighting climate change, I have one for them. First, we put a price on pollution. Second, we offered an electric car incentive. Third, we are going to phase out coal by 2030. If the member wants to talk about youth, it was our party that created the first ever youth policy and the first ever Prime Minister's Youth Council.

Budget Implementation Act, 2019, No. 1  Mr. Speaker, I am proud to rise in the House today to talk about our government's fourth budget. With this budget, we are continuing to invest in Vaudreuil—Soulanges, in our families, in our young and not so young people, and in our business owners. I am particularly proud of this budget because it shows that our government continues to listen to the ideas, hopes and dreams of Canadians right across the country, including those in my community of Vaudreuil—Soulanges, Canadians who own small businesses, who raise families, who commute and who protect our environment for future generations, Canadians who work hard every day to leave for future generations a Canada that we can all be proud of.

Corrections and Conditional Release Act  Mr. Speaker, I would like to once again thank my hon. colleague for his work in amending this bill, making it better and improving upon it. My hon. colleague is correct that $300 million has been set aside for resources for the SIUs, including $150 million for mental health, and as he mentioned, over $80 million is already in place.

Corrections and Conditional Release Act  Mr. Speaker, the reality is that we need proper oversight in this process. We were grateful to have the testimony of many people working in correctional facilities who pushed for these kinds of oversight. As well, many in organizations that were looking for more oversight throughout this process came and testified at committee and met with members of Parliament from all sides of the House.

Corrections and Conditional Release Act  Mr. Speaker, it is an honour for me to rise to speak to Bill C-83. It is a transformative piece of legislation for our correctional system. Its ultimate goal is to promote safety, both inside and outside our federal institutions, and it prioritizes rehabilitation as an indispensable part of achieving that goal.

Youth  Mr. Speaker, of course there is someone in charge of the youth file, and that is the Prime Minister of Canada. We are very proud of the outstanding and extraordinary work of our Youth Council. It has been working on the implementation of Canada's very first youth policy for two years.

Business of Supply  Mr. Speaker, we now know there is no reason to change the current system. As I just explained, at least 85% of Quebeckers file their taxes online using a system that puts both tax returns together. They only need to file one tax return online. Why are we wasting the time of the 338 members of the House?

Business of Supply  Mr. Speaker, based on the record of the Conservatives, one thing we know is that when it comes to public servants, the faster they can get the knife out to cut them the better it is for them. The reality is that they are promising to Canadians that all the jobs will be kept when moving over to a new system, a system that we do not need and Quebeckers and Canadians do not need.

It is funny that we are talking about this now. They were in power for 10 years. Why was this not an important issue when they were in power?

The Conservatives think a single measure will make filing tax returns easier and more accessible for Quebec residents.

Immigration, Refugees and Citizenship  Mr. Speaker, the health and safety of Canadians is our government's top priority. With regard to asylum seekers, we are working closely with the RCMP and the Canada Border Services Agency to ensure that this is actually the case and to give them the resources they need. Even the CBSA said that the deployment of staff from across the country to support the processing of irregular migrants had no impact on the agency's daily operations.

Ending the Captivity of Whales and Dolphins Act  Mr. Speaker, I rise today to speak to Bill S-203, An Act to amend the Criminal Code and other Acts, also known as the Ending the Captivity of Whales and Dolphins Act. This bill proposes changes to three acts: the Criminal Code, the Fisheries Act, and the Wild Animal and Plant Protection and Regulation of International and Interprovincial Trade Act.
