Fisheries committee  The difference is that the $134.3 million is the actual amount that comes to science. The $191 million has in addition what we call the program enablers. That would include corporate, policy, and all those sorts of things that are pro-rated across the department, but the $134.3 is what actually comes to science.

Fisheries committee  The three acronyms refer to the three strategic outcomes of the department, so SFA is “sustainable fisheries and aquaculture”, HAPAE is “healthy and productive aquatic ecosystems”, and SAW is “safe and accessible waterways”. Science is broken out that way because science contributes to each of the strategic outcomes.

Fisheries committee  In terms of the Pacific Biological Station, we do have a long-term capital plan within the department, which Mr. Hegge may wish to speak to. We have been investing in the Pacific Biological Station over the last couple of years. I don't have the actual numbers. I actually haven't looked recently at the long-term capital plan, but we have been doing ongoing infrastructure improvements to PBS.

Fisheries committee  Yes, very briefly. We had established a Canadian Aquatic Invasive Species Network. It's a research network led out of the University of Windsor. We continue to work with the academics across the country as well as with other government departments. We are looking at projects in 2007-2008, looking at alternative ballast water exchange zones outside of Newfoundland, looking at real-time risk assessment systems for ballast water exchange on the Scotian Shelf and Gulf of Maine.

Fisheries committee  Certainly. It is a CFIA lead on this, but we work very closely with CFIA. If it has an impact on the health of the animal, of course the national aquatic animal health program, which again is a CFIA lead with DFO support, is in there. Many of the same people are involved in all of these things.

In fact, the human resource strategy for the science sector within the Department of Fisheries and Oceans has been discussed most recently by the science management board. This is a small committee, chaired by the deputy, that includes the ADMs of the client sectors, some of our RDGs, and some of our senior scientists.

Fisheries committee  I only wanted to clarify the $24 million versus the $12 million. The $24 million was the total of all the collaborative arrangements where the industry was contributing. The industry was contributing in some cases in kind, in cash, or in fish. So of the $24 million, $12 million was determined to have been contributed from the use of fish.

Fisheries committee  It is not exactly a program; these are projects. They have been in existence for several years. Given that the emphasis today is on climate change, we have undertaken to discuss with the regions, with all the scientific sectors as well as with the AMB, the Aquaculture Management Branch, the means to establish, within the Department, a greater number of projects focussing on climate change.

Fisheries committee  I would like to add something. As you know, we have received funding for the International Polar Year involving climate change in the North, in the Arctic.

Fisheries committee  The Department of Fisheries and Oceans has several climate change study programs. In the scientific sector, we have concerns as to the influence of the oceans on the climate and the effects of the climate on the oceans, on aquatic ecosystems and on resources. For example, we are predicting that there may no longer be any salmon in British Columbia before the end of the century.
