Our auditor general, who has also been seized with an independent officer of council, is also conducting a parallel audit of the entire process.

I did raise the issue with the deputy minister of public safety to say that there were inquiries about using civil aid, and he said it was a non-starter for the federal government.

It was to basically allow them in for the weekend with the belief that they would leave after the weekend. That was the information we had going into the weekend.

It was very much between the police chief and Police Commissioner Carrique, who were doing the discussions, until the request was made by the police services board to ask the mayor to write the joint letter.
