Industry committee  I think we're unusual in the current Investment Canada Act. We don't have significant penalties, and the penalties come only if you continue not to comply. I think penalties that are of the correct magnitude are a very important tool for ensuring compliance with a regime like this, and they need to be calibrated.

Industry committee  Whether it sits within ISED or other agencies.... First of all, I think a multi-agency approach is probably the right one. Analyzing and assessing the potential national security implications isn't just for ISED. There's the national security apparatus and a whole bunch of other things.

Industry committee  I'd have to think about that. I don't have the ability to draft a statute off the top of my head, unfortunately. I wish I did. I don't know whether it's an issue that should be in this legislation or a construction of the agency. Certainly, if you wanted to do that, it could be....
