Foreign Affairs committee  For two or three reasons. One, generally speaking, at the cabinet a Minister of Foreign Affairs has more authority than a minister of CIDA. We've had, for years, CIDA ministers who have had a very difficult time getting heard. This is not about the current government. It's about my experience, going back quite a long way.

Foreign Affairs committee  Thank you very much, Mr. Chair. Merci. I'm going to speak very briefly, I hope—for me that's a big challenge—and I have three basic propositions and five or six or seven things Canada can do. So I'll try to speak about those. It might be a little bit provocative, but it should at least be quick.
