New Democratic Party of Canada  Sadly, this is exactly what the New Democrats intend to do. Thanks to their leader, the New Democrats want to impose a job-killing carbon tax on Canadians, which would increase the price of food, gas, electricity and everything else, including Christmas presents. Such a tax would be a financial burden on Canadian families.

New Democratic Party of Canada  That is why my constituents and our Conservative government vehemently opposed the NDP leader's $21 billion carbon tax in the NDP's 2011 election plan. This job-killing carbon tax would literally raise the price on everything. This tax would do nothing more than raise money to be spent on the NDP leader's pet projects. I assure the House that my constituents and our Conservative government will never back down on opposing the NDP leader's $21 billion carbon tax and will continue on the path of low-tax plans for jobs, growth and long-term prosperity.

Business of the House  This gives the official opposition one last opportunity before the new year to lay out its plans and schemes for a $21.5 billion job-killing carbon tax that will raise the price of everything. For the rest of the week, I hope to advance a lot of legislation that continues to sit on the order paper. In addition to the bills I mentioned already, we will also consider Bill C-48, the technical tax amendments act, 2012; Bill S-8, the safe drinking water for first nations act; Bill S-2, the family homes on reserves and matrimonial interests or rights act; Bill S-6, the first nations elections act; Bill S-10, the prohibiting cluster munitions act; Bill C-49, the Canadian museum of history act; Bill C-17, the Air Canada and its associates act; and Bill S-7, the combating terrorism act, once that bill has been reported back from committee next week, which I anticipate.

Jobs and Growth Act, 2012  Mr. Speaker, the opposition has promoted a job-killing carbon tax. Clearly, for small and medium businesses, that would be the demise of our economy. I wonder if my colleague would speak to some of the initiatives in a little greater depth, such as reducing taxes for small and medium enterprises, the pooled registered pension plan, and other incentives that help small businesses thrive.

New Democratic Party of Canada  Canadians must be warned of the grinch and his party's plan to try to steal Christmas by imposing a job-killing carbon tax on Canadians. The only thing the leader of the NDP wants to rekindle is his carbon tax plan to raise the price of everything, from turkey to cranberries to cookies and eggnog.

The Environment  Not only is Canada realizing greenhouse gas emission reductions, but we are doing so without a job-killing carbon tax, like the NDP is proposing. While our motivation is achieving results on climate change, while ensuring our economy is protected, we know the NDP's motivation is $21 billion in new revenue to feed its out-of-control spending habit.

Business of the House  To the great chagrin of the New Democrats no doubt, Canadians will still not see within that budget a $21.5 billion job killing carbon tax or the $6 billion GST tax grab that I know they wish to see implemented. It does not matter how many hundreds of amendments they put forward, we simply will not accede to their tax and spend initiatives.

Jobs and Growth Act, 2012  We will continue to fight for the benefit of Canadians now and in the long term. While the NDP is continually focused on a $21 billion job-killing carbon tax, enforcing costly bureaucratic redundancy or prescribing the enforcement of the Migratory Birds Convention Act as solutions to reviving the manufacturing sector, it is our government that continues to deliver principled results.

The Environment  Speaker, for years the Liberals ignored climate change and did absolutely nothing when it came to reducing greenhouse gas emissions. We know the NDP want to implement a job-killing carbon tax that would cripple our economy and raise the price of everything. Our government is working to reduce greenhouse gas emissions without disrupting the economy, and we are getting it done.

The Environment  Speaker, I say, again, that we have a plan to reduce greenhouse gas emissions, without a $21 billion job-killing carbon tax that is favoured by the NDP. With regard to the new vehicle tailpipe regulations for model years 2017 to 2025, we will actually reduce emissions between the model years 2008 and 2025 by fully 50%, and we will reduce the cost to car operators by the same 50%.

The Environment  Canada is halfway toward meeting our Copenhagen targets. Our plan will reduce greenhouse gas emissions without the job-killing carbon tax favoured by the NDP.

Business of the House  Let me assure the House that there should be no doubt about this, but the opposition will no doubt be disappointed. This motion will definitely not implement the New Democrats' $21.5 billion job-killing carbon tax. Finally, on Thursday before question period, the House will resume second reading debate of Bill S-8 and after question period we will take up Bill S-2, the family homes on reserves and matrimonial interests or rights act, also at second reading.

The Economy  Canada is a better place for it. The world is a better place for it. While the NDP advances a $21 billion job-killing carbon tax, also known as the NDP economic pain, our government will advance our Conservative economic plan, the economic plan that is the model for the world and will ensure a great quality of life for Canadians for generations to come.

Elmwood—Transcona  Finally, New Flyer Industries will develop and build four electric buses and a high-capacity charging station with the financial support of over $3.4 million through Sustainable Development Technology Canada. All of this has been done without a job-killing carbon tax, as the NDP would like to impose on Canadians. From investing in our youth to supporting clean energy in my riding of Elmwood—Transcona, Canada's economic action plan is working.

Foreign Investment  What we will not advocate for are the kinds of policies advocated by the members of the NDP who are anti-trade, anti-investment, against the development of natural resources and for a job-killing carbon tax of $21 billion that would be put on the shoulders of Canadians. We will not stand for it.
