Budget Implementation Act, 2023, No. 1  Mr. Speaker, this place sometimes demonstrates that it has a very short memory. I have to call out a comment that was made by the previous Conservative speaker talking about a guillotine motion. It was common practice, during the days of the Harper government, to introduce a notice of time allocation on the very first day of debate of its government bills.

Health of Animals Act  Mr. Speaker, I am pleased to be standing in the House to give my remarks with respect to Bill C-275, an act to amend the Health of Animals Act, biosecurity on farms. This was introduced by the member for Foothills. I will add to my colleague's comments to say that it is a pleasure to work with the member on the agriculture committee.

Health of Animals Act  Mr. Speaker, I support the principle of this legislation, but I do believe it needs further scrutiny when it comes to committee. Is my colleague from Foothills aware that there was an Animal Justice report from 2021 that looked at disease outbreaks and biosecurity failures on Canadian farms?

The Canada Business Corporations Act  Madam Speaker, if the member for Winnipeg North wants to see the bill proceed faster, maybe the government should not schedule it for Friday sittings. That is just my opinion. There is an offence and punishment section in Bill C-42. It lists that corporations found guilty of an offence can be liable for a fine not exceeding $5,000.

Fisheries and Oceans  Madam Speaker, the Port Renfrew Chamber of Commerce and sport fishers in my community are really frustrated. Starting July 15, Fisheries and Oceans Canada will close a prime chinook fishing spot off the coast of southwest Vancouver Island without doing sufficient consultation with locals or first nations.

Canada Business Corporations Act  Madam Speaker, I really appreciated my colleague's remarks regarding the Conservatives' crusade against carbon pricing, because he is right. If we were to get rid of carbon pricing tomorrow, it would do nothing to change the structural deficit that exists in our economy and the fact that we have a system today where 40% of Canadians control 1% of the wealth, and 1% of Canadians control 40% of the wealth.

Canada Business Corporations Act  Madam Speaker, my colleague very clearly outlined the problems and what more needs to be done, especially by Canada and the international community, about the sheer amount of wealth we lose out on every year to tax evasion and dirty money funnelling through the system. One of the parts in the bill to ensure compliance is a $5,000 penalty for corporations and up to $200,000 for individuals.

Budget Implementation Act, 2023, No. 1  Madam Speaker, yes, certain federal services are going to be disrupted. That is the nature of a strike as workers fight for better wages. I have a question for my Conservative colleague because we have not yet heard from them on this. As they like to stand with workers, would they stand with these workers, who are some of the lowest-paid civil servants we have, as they fight for wages that keep pace with inflation?

Last year, of course, it covered children under the age of 12. Now it would be expanded to children under the age of 18, seniors and persons with disabilities—

As I was saying, one of the proudest accomplishments my NDP colleagues and I have is expanding dental care to low-income Canadians, who have never had the opportunity to afford to go to a dentist. That program is now going to expand to seniors and to persons with disabilities.

The Budget  Madam Speaker, the member will remember, of course, our colleague Jack Harris, who used to be the member of Parliament for St. John's East. In the previous Parliament, he introduced a non-binding motion asking the House to affirm support for dental care for low-income families. At that time, the Liberals voted against it, and I am glad the NDP has pressured them to see the light.

The Budget  Madam Speaker, in the last federal election in 2021, I campaigned extensively on dental care. I for one am very proud that I am helping force the government to deliver. Last year it was for children under the age of 12. This year it is for children under the age of 18, persons with disabilities and seniors.

The Budget  Mr. Speaker, I always have a bit of a chuckle when I listen to Conservatives talk about removing the gatekeepers. My community of Langford is one of the fastest-growing municipalities in all of Canada. All around Langford, there are construction cranes and new housing projects going up.

Telecommunications Act  Mr. Speaker, I am glad to see there is general agreement in the House on the principle of this bill and on the fact that, obviously, work is needed. I know the member has a lot of experience in the agricultural field and brings that experience to Parliament. I want to ask him about the part of this bill that would allow the Governor in Council to designate any service or system as a vital service or vital system.
