British Home Children  Madam Speaker, from 1869 to the 1930s, over 100,000 poor, orphaned, and homeless British children were herded into camps and shipped across the seas to the Colonies. While some of these children would go on to build new lives, the program was stricken with corruption, and it was poorly implemented and virtually unsupervised.

Situation in Myanmar  Mr. Speaker, I want to thank my hon. colleague from Don Valley West for, as always, his incredibly compelling words. I am very moved that, in this chamber this evening, it is very clear that, when all of us are here speaking for our constituents who are writing to us, phoning our offices, and asking what Canada can do, what Canada should do, we are all speaking unanimously that this is something on which we need to act.

Access to Information  Mr. Speaker, Canadians understand that a healthy democracy depends on knowledgeable citizens who have a relationship of trust with an open and transparent government. Next week is Canada’s Right to Know Week. Some 40 countries and 60 non-governmental organizations around the world will celebrate Right to Know Day on September 28.

Export and Import Permits Act  Madam Speaker, I am proud that, as of today, I am on the foreign affairs committee. Members on this committee work well together in being able to find solutions to problems as a country, and not by looking at problems through a partisan lens. I am looking forward to seeing this bill before committee, hearing from witnesses, and looking at what could be improved.

Export and Import Permits Act  It is close to my heart, Madam Speaker. When I was working with women in countries around the world, they would ask me what is happening to Canada and where Canada is. In many cases, they told me not only was Canada absent but Canada was actually blocking progress on some of the things they needed in order to promote and empower women around the world and empower the world's poorest.

Export and Import Permits Act  Madam Speaker, I am proud that I represent the riding that will have the large DND campus. I am also proud that a number of public servants and a number of employees of the Department of National Defence are my constituents. That is exactly why this is extremely important. This is going to make Canada once again a leader in the world.

Export and Import Permits Act  Madam Speaker, I appreciate the work the member also does for women and girls in Canada and around the world. Specifically on this question, I think where the confusion might lie is that this is a factor that will be done through regulations. I can reassure my colleague that the regulations will include every single one of the article 7 obligations.

Export and Import Permits Act  Madam Speaker, I am very proud today to stand in the House to speak to Bill C-47, which would make the legislative changes necessary so Canada could finally accede to the international Arms Trade Treaty. This issue has concerned me for many years. Six years ago, I led a training program for women running for parliament in the Democratic Republic of Congo.

Indian Act  Madam Speaker, I would like to thank the member for Labrador for reiterating once again in the House the government's commitment to ending all discrimination in the Indian Act. Could my hon. colleague elaborate on the reasons why a two-faced approach will allow us to go even further than the Senate amendment, to reduce ambiguity, to ensure there is even more inclusiveness, and to take into consideration the rights of trans or two-spirited women?

Amendments to Standing Orders  Mr. Speaker, how can members across parties work together to improve democracy in this place?

Kosovo  Mr. Speaker, in every generation Canadians have come together as a country to welcome families from abroad fleeing turmoil to make a new home in Canada. For our parents, they will always remember the Vietnamese. For today's young Canadians, it will be the story of the Syrian refugees.

Business of Supply  Mr. Speaker, I want to pick up on the analogy that the member used about a fire. Our government is trying to reduce the matches, accelerant, and lighters, so people will not be able to sell them. That is what is going to stop the fire, not talking to others who do not have matches while not engaging with people who have the capability of starting a fire.

Business of Supply  Mr. Speaker, it is a mischaracterization to suggest that anyone in the House is not completely opposed to the use of nuclear weapons. It is simplistic logic to say that because we do not support a full ban treaty, which none of the countries that have nuclear weapons are participating in the dialogue on, we somehow are not against nuclear weapons.

Foreign Affairs  Mr. Speaker, in her speech yesterday, the Minister of Foreign Affairs outlined Canada's recommitment to the international forums that had provided peace and stability for the past 70 years. Canada is a proud member of many international institutions, and next year we will have the G7 presidency.

Justice for Victims of Corrupt Foreign Officials Act  Madam Speaker, I would like to thank my colleague from Selkirk—Interlake—Eastman for bringing this extremely important legislation to the House. I know that the impetus for this legislation came out of Russia, but I have worked in parts of Africa, such as the Democratic Republic of Congo.
