Democratic Institutions  Mr. Speaker, on the contrary, our government has brought in important measures to counter foreign interference. My colleague claims that the Prime Minister was not there to strengthen democratic institutions. She knows that we are the first government to form a committee of parliamentarians to monitor our national security institutions.

Democratic Institutions  Mr. Speaker, we share our colleague's interest in the importance of strengthening democracy. To use his own words, we do not want anyone subverting Canadian democracy. As I said, that is why we, as a government, put in place measures that did not exist before 2015, when his friends were in power.

Democratic Institutions  Mr. Speaker, my hon. colleague knows full well that our government has been aware of the importance of strengthening our democracy and democratic institutions from the very beginning. He also knows full well that ministers are always available to give proper testimony before parliamentary committees.

Democratic Institutions  Mr. Speaker, we obviously share the sentiments of our hon. colleague about the importance of protecting democracy and democratic institutions, as well as maintaining and strengthening the trust Canadians have in those institutions. That is precisely what we did last week when we asked the Right Hon.

Democratic Institutions  Mr. Speaker, I think that all Canadians recognize Mr. Johnston's important contributions in a number of areas. Not only did he serve as governor general of Canada, but he was also the dean of a university law school. He is an eminent Canadian. He will work independently to make recommendations, look at all of the measures that we implemented as a government and make suggestions as to how we can continue to improve.

Democratic Institutions  Mr. Speaker, our government has certainly taken the issue of foreign interference seriously. That was far from being the case before we formed government in 2015. We introduced a series of measures, including the creation, under the act, of an all-party committee that will review and examine all these national security concerns.

Democratic Institutions  Mr. Speaker, the Leader of the Opposition knows very well that our government has always been very transparent with Canadians in the efforts we have made to counter foreign interference in our democratic institutions. It is something the Conservatives can claim to have done nothing about.

Democratic Institutions  Mr. Speaker, the opposition leader knows very well that we take foreign interference very seriously. That is why, in 2015, we put in place a number of measures that did not exist when the opposition leader was the minister responsible in previous years. We further strengthened the measures to address foreign interference.

Democratic Institutions  Mr. Speaker, my colleague knows full well that the Prime Minister just answered a series of questions on precisely that issue. The good news is that he was here in the House yesterday and answered more than 40 questions. There was even a bit of a delay, as members will recall there was a technical problem.

Democratic Institutions  Mr. Speaker, I thank my colleague for his question and for his work on the Standing Committee on Procedure and House Affairs. Earlier today, I myself had the pleasure of appearing before the committee with my colleague, the Minister of Foreign Affairs. Our colleague was obviously there.

Infrastructure  Mr. Speaker, I want to thank our hon. colleague for raising that important question. He and I have had a number of productive conversations about this important project. Officials of my department have spoken with the city as well. We understand, and his point is very accurate.

Democratic Institutions  Mr. Speaker, as I said a few moments ago, we share the concern of all our colleagues over the importance of strengthening our democratic institutions with respect to interference by foreign states, including China. We have taken action on several fronts and put a number of measures in place.

Democratic Institutions  Mr. Speaker, my hon. colleague insists on repeating things about a secret committee. That must be the high-level committee that the Bloc is a member of, the committee that hears all the appropriate information about this and other national security issues and that tabled in Parliament reports that the government will act on.

Democratic Institutions  Mr. Speaker, my hon. colleague knows full well that we have been very transparent with the Standing Committee on Procedure and House Affairs. Several ministers have been testifying for months. We have made available, as is appropriate, every senior official responsible for Canada's security and intelligence agencies.

Democratic Institutions  Mr. Speaker, I know that my colleague likes to spark outrage, and that is his right, but I can say that, as always, we were transparent with all of the parliamentary committees. It is the ministers' responsibility to answer our parliamentary colleagues' questions in committee. That is exactly what we did.
