Transportation Modernization Act  Madam Speaker, part of what the hon. member said was that regulations needed to be streamlined. That is fine, but we need to ensure the basis of the legislation is sound and that any regulations that come into are useful. That is key. Both the member and I sit at the trade committee and have spent time in the U.S., talking to producers there.

Transportation Modernization Act  Madam Speaker, I am pleased to take part today in the debate for Bill C-49, the transportation modernization act. This Liberal omnibus bill would substantially amend 13 different acts and have a profound effect on three major modes of transportation: rail, air, and water. These are big changes, and it does not look as if the Liberals would be changing the rules for the better.

Agri-Trade Equipment Expo  Mr. Speaker, this November, my riding of Red Deer—Mountain View will once again host one of Canada's biggest agricultural trade shows. The Agri-Trade Equipment Expo is a joint venture between the Red Deer & District Chamber of Commerce and Westerner Park. From November 8 to 11, Agri-Trade will host over 470 exhibitors representing the very best in agricultural equipment, technology, services, and products not only from Canada but from around the world.

Taxation  Mr. Speaker, there is very little comfort in hearing some of the stories we have continually heard from the members opposite. Of course, about the only thing they have done is to say they realize they have made so many mistakes that the one thing they will do is go back to the Conservative plan of reducing the small business tax rate.

Taxation  Mr. Speaker, two weeks ago, I asked the finance minister about his misguided plans designed to unfairly target Canadian family farms. While Conservatives welcome the Liberals' decision to follow the work of the previous Conservative government, as it announced today that it will bring back their legislation that will lower the small business tax, we are concerned that it is not being clear with its entire plan for Canadian small businesses and family farms.

There were great comments from each of the members we heard. Part of the motion speaks to our part of history, as far as farmers and ranchers are concerned.

Taxation  Mr. Speaker, Canadian farmers work hard to feed the world. Many gamble off farm earnings, cash out pensions early, and mortgage heavily to invest in their families' enterprises. They are constantly dealing with the volatility and the unpredictability of both markets and Mother Nature.

Criminal Code  Mr. Speaker, I want to get back to the point that the member for Calgary Shepard presented. There was some discussion about a bunch of other things, but there was no direct answer to the question about section 176, which was used earlier this month and is indeed not obsolete. I wonder if there is any evidence the member could show us or if the government was aware that this provision is being used.

Canada Elections Act  Mr. Speaker, the hon. member spoke about some of the discussions she has had with people from Quebec. If we tie this into the federal Liberal Party, there was the Gomery issue. I am wondering if, in her discussions, some of that was presented. The Liberals perhaps have not changed that much.

Community Leader  Mr. Speaker, I am proud to recognize one of Red Deer—Mountain View's outstanding community leaders, a lifelong friend and neighbour, Gloria Beck. Last week, Gloria was named Red Deer Citizen of the Year at the Rotary Club's annual gala. As the owner of Parkland Nurseries & Garden Centre, Gloria has enriched our lives with not only the beauty of nature, but also as a shining example of how one cares for the less fortunate.

Transportation Modernization Act  Mr. Speaker, one of the things we were talking about is that on August 1, the last legislation we had is going to be sunsetting. However, I think something that people do not recognize is that the start of the crop year is August 1. That is when contract people are working hard to make sure they have their contracts and everything is set up with the rail providers.

Transportation Modernization Act  Mr. Speaker, we heard a moment ago from the member from the Green Party on the movement of goods by rail. Of course, VIA Rail might be important. If we could perhaps get some of our oil cars off of the rail and into the pipelines, that would be a great start. Talking specifically to the interswitching, the minister mentioned that the current arrangement is going to be sunsetted.

Criminal Code  Madam Speaker, the normalization of any type of intoxicant makes it difficult. Alcohol was in that same position. It has been normalized, and we see the carnage associated with it. We would be adding one more, potentially one that ties in with alcohol consumption, because there is already the situation of people who consume alcohol also smoking pot when they drive.

Criminal Code  Madam Speaker, I know people quote those types of statistics, but the reality is that I have a lot more faith in young people. If we look at the types of things that have happened with smoking, we see that the amount of smoking in schools has been reduced, and the same type of thing is happening with drugs.

Criminal Code  Madam Speaker, I thank the hon. member for his service to the community and for bringing up the question of alcohol roadside testing. I cannot recall exactly where the legislation was and at what stages it had been dealt with. However, I mentioned what had taken place in Alberta with respect to charter rights.
