Canada–Madagascar Tax Convention Implementation Act, 2018  Madam Speaker, I would like to thank my colleague for his speech. Obviously, treaties with Madagascar and its people are important for our economy. In his speech, my colleague mentioned the canola crisis. We worked together on this issue, but we may not have had the same vision as to the best way of resolving the situation.

Flooding in Glengarry—Prescott—Russell  Mr. Speaker, over the past few weeks, flooding along the Ottawa River has been affecting residents of my riding in Cumberland, Clarence-Rockland, Alfred-Plantagenet and Champlain. The community has come together at this difficult time to help those affected by the flooding. Businesses have given food, money and resources, and neighbours have been working side by side for hours to fill, transport and place sandbags.

We know that this is an important issue that contributes to development in rural regions. Canadian Dairy Farmers  Mr. Speaker, I would like to start by recognizing the presence of the dairy farmers from my riding and from across Canada who are here today. Canadian dairy farmers work day in and day out to produce safe and high-quality milk for Canadians. I had the chance to visit a number of dairy farms in my riding and see first-hand how hard our dairy farmers work.

Business of Supply  Mr. Speaker, I want to thank the member for Carleton for his speech. I would hope that in future debates we do not stoop this low to attacking the Prime Minister, or attacking any members because of their inheritance. I would challenge him to ask any farmer in his area whether it was wrong that they inherited the farm from their fathers or their grandfathers or grandmothers.

Immigration, Refugees and Citizenship  Mr. Speaker, northern and rural communities are vibrant and full of potential. However, our local economies are struggling because employers cannot find enough workers to fill all of their job vacancies. That is why I have joined with a number of colleagues to call on the Minister of Immigration, Refugees and Citizenship to find a way to attract and retain more immigrants to meet the skills shortage in our rural communities.

Mackenzie Valley Resource Management Act  Mr. Speaker, it is important to recognize that we need to consult with indigenous peoples. Whether the government passes laws that would be kiboshed by the courts is at issue here. To get on the pathway to reconciliation, it is important for our government to consult with indigenous peoples.

Mackenzie Valley Resource Management Act  Mr. Speaker, I will not be able to tell him what the price on carbon will be by 2020 because I am not sure if we will still be here. However, under Stephen Harper, the price was going to be $60 a tonne in 2018. I am wondering if the Conservatives are finally going to get on board with providing the industry with predictability?

Mackenzie Valley Resource Management Act  Mr. Speaker, we have seen in the past where governments have passed laws. Fortunately, the courts have kiboshed the decisions, because the laws did not respect our Constitution and indigenous peoples. This bill is a good step forward in reconciling with indigenous peoples, providing clarity to the industry and to them.

Mackenzie Valley Resource Management Act  Mr. Speaker, I am pleased to be here today to show my support for Bill C-88, while acknowledging that we are gathering on the unceded traditional territory of the Algonquin people. Our government is taking a new approach. We are currently conducting extensive consultations with indigenous governments and organizations as well as other key stakeholders on issues that will affect them.

Official Languages  Mr. Speaker, more than ever, I wear this pin with pride in Ontario. All citizens, including the 600,000 Franco-Ontarians, are concerned and shocked by the Ontario government's decision. It will have a devastating impact on the rights of the Franco-Ontarian community. Canadians recognize the importance of protecting our rights and our official languages, and the government has a role to play in the matter.

Business of Supply  Mr. Speaker, someone is heckling me and I cannot hear the question. All I want to say is that they ran on a balanced budget, and they would have balanced the budget on the backs of veterans. We chose to invest, and we are investing $10.2 billion in our veterans.

Business of Supply  Mr. Speaker, I can assure my hon. colleague that I agree with him that services to veterans were depleted under the previous government. That is why we reopened nine offices. That is why we have hired 470 new staff so we can better serve our veterans. With respect to the lapsed funding, I know the member understands what demand-driven services are.

Business of Supply  Mr. Speaker, I am glad that the member is talking about numbers, because I too remember a number, in particular from the former leader of the NDP, who ran on a platform promising to balance the budget at all costs. Therefore, he would have balanced the budget on the backs of veterans.
