Finance  Mr. Speaker, in the Conservative government's first two years, we paid down the national debt by $38 billion. When the global recession hit, we provided a low-tax plan and economic stimulus, infrastructure, and other things to keep Canadians working. We left the government with a surplus.

Finance  Mr. Speaker, I remind that Minister of Finance that those are Canadian taxpayer dollars that he is spend, spend, spending. Following the global economic downturn, Canada was in the best position of the G7 countries. Canada was the first to emerge from the recession, and we went on to be ranked as one of the best places in the world to start a new business and to create jobs.

Canada's Contribution to the Effort to Combat ISIL  Mr. Speaker, I agree with the hon. member, and I thank him for his time in service in the Canadian Forces. He gets it. This is the problem. We see the government stepping back, falling back, pushing away from the table. That is what Canadians see. As we go around the country, that is what we hear from them.

Canada's Contribution to the Effort to Combat ISIL  Mr. Speaker, now we have the member for Malpeque saying that the government is going to defeat ISIS. There is not an ally out there that believes the Liberal government is going to defeat anybody when it comes to fighting terrorism or acting against terrorism. The man from Malpeque said that we were not backing away from a combat mission.

I will be speaking against the Liberal government's efforts to reduce Canada's contribution to the international effort to fight ISIL.

Natural Resources  Mr. Speaker, this Prime Minister does not understand that Canada is an energy-rich country. He does not understand that Canada is an exporting country. He does not understand that oil is one of our biggest exports. He does not understand that those exports create jobs all across Canada.

Canada Labour Code  Mr. Speaker, I know the members who have been in the House for years remember the great work of Garry Breitkreuz. I remember Mr. Breitkreuz fighting for private members' bills. It was a way that the backbencher in this place could bring forward proposals, could bring forward issues that perhaps constituents had brought forward.

Canada Labour Code  Mr. Speaker, there are no red lights going off in our lobby when we talk about big union bosses. I think there is a red light going off in the NDP lobby when anyone stands and says “big gas, big oil”, but there are no red lights going off here. We realize that whether it be more transparency for members of Parliament through an accountability act, more transparency to councils of first nation groups through the First Nations Financial Transparency Act, and likewise with unions, we want to see important institutions and other levels of government having the most transparent, the most accountable organizations.

The snow is falling and they are predicting over a foot of snow here. Traffic has come to a halt almost, yet it is warm in here. We are discussing Bill C-4, and it is always a pleasure when we can stand and debate the issues.

Business of Supply  Mr. Speaker, the member may very well be right in his comments, but let me tell him that in 2008, 2009, and 2010, the employment insurance dollars were in deficit. There was some catch-up to do in the last year or two and we had the plan to lower premiums so that it would better adjust.

Business of Supply  Mr. Speaker, that is a good question. It is a question that is worthy: would we continue? We had the largest infrastructure program that the federal government has ever been involved in. Those are the facts. The Liberals are talking about a larger one now. That is fine. However, at the time, it was the largest infrastructure spending that we ever had.

Business of Supply  Mr. Speaker, for 15 years in this House, I represented Crowfoot, and now with the boundary changes it is a pleasure to stand here and represent Battle River—Crowfoot. It is a pleasure to stand in this House on this topic. The motion we are debating is this: That the House: (a) thank the independent non-partisan officials from the Department of Finance for their hard work and evidence based analysis; (b) acknowledge their most recent Fiscal Monitor which informed Members and Canadians that, for the period from April to November 2015 of the 2015-2016 fiscal year, the previous government posted a budgetary surplus of $1.0 billion; and (c) concur in its conclusions and express its confidence in the Deputy Minister and his team.

Business of Supply  Mr. Speaker, the member talked at length about how the Conservatives had deficits, but she forgot to tell the House and remind Canadians that in 2008, the world went into the largest recession since the Great Depression. Income Tax Act  Mr. Speaker, I was not going to stand to ask a question today, but the member's last comment troubled me when she said that they were going to give it to the poor or middle class who deserve it and not to the wealthier Canadians who do not deserve it. That seems to be the Liberal philosophy, that if people have worked hard, if they have succeeded, if they have played by the rules, they do not deserve a tax break.

Income Tax Act  Madam Speaker, from 2006 to 2008, the Conservative Government of Canada paid down the national debt, paid down just under $40 billion. We lowered the GST. We lowered taxes so investors knew that Canada was the place to do business. In 2008, the world went into the largest recession since the Great Depression.
