Business of Supply  Mr. Speaker, when I look at the text of this motion, I think it is particularly narrow. Yes, the foreign policy concept and the landscape have changed, particularly with the war in Ukraine. As I have said before to the member for Wellington—Halton Hills, there is actually an important conversation to be had about a changing foreign policy landscape.

Business of Supply  Madam Speaker, I thank my colleague for his speech. I would like to ask him two questions. First, I am curious to know whether the Bloc Québécois is seeking to import the debate on Quebec's Bill 21 into the House to discuss secularism. Second, I believe that the current method, namely a prayer followed by a moment of silence, is equally appropriate for both people with religious values and those without.

Business of Supply  Madam Speaker, I disagree with my colleague's proposal. I think that the best option here is to present this motion to the Standing Committee on Procedure and House Affairs. Then, if the committee decides to pursue this proposal, it can be presented to the House. The Bloc had the chance to raise some very important questions and to exchange some ideas that are very important to Quebeckers and all Canadians.

Business of Supply  Madam Speaker, as I mentioned in my remarks, I had the chance to look over the history of how the daily prayer became what it is today. Since it was introduced in 1877, there have been modifications over time to reflect the fact that Canada and its makeup, in terms of demographics and faith backgrounds, have changed.

We are trying to actually improve decorum in debate in this place and, with all due respect to my hon. colleague, that was a very facetious question. Let me get to the point that he made, which is that he will be supporting this opposition motion, but in 11 years, he has only ever stood in this place twice to hear the daily prayer.

Business of Supply  Madam Speaker, today I have the opportunity to speak to an opposition motion regarding the text of the religious prayer we say before starting our business in the House. I must admit that I was surprised when I received the text of this motion last night. As other members of the House have said before me, there are many problems in the world, such as the war in Ukraine, the importance of fighting and addressing climate change, and the importance of ensuring that our social programs meet Canadians' needs.

Budget Implementation Act, 2022, No. 1  Mr. Speaker, let me just say that I have great respect for the member opposite as well. I take the view that we look at the transition in an energy context in a low-carbon economy. This is not easy. We are talking about Canada: As rich and as powerful a country as we are, we are still going to need that energy in the days ahead.

The Government of Canada is working with the Government of Quebec on issues from housing and environmental initiatives to natural resource development and essential critical minerals. I know our government will work with the Province of Quebec and every other Canadian province.

Budget Implementation Act, 2022, No. 1  Mr. Speaker, I think I was very clear in my remarks that there will be a role for Canadian oil and gas in the days ahead. I have mentioned the fact that the global markets are changing and that countries around the world are focused on a transition to a lower-carbon economy. We need to be serious about reducing emissions associated with the production of fossil fuels.

Budget Implementation Act, 2022, No. 1  Mr. Speaker, I know this has been part of the discussion throughout the budget process that is under way here. I will say that I think this government has stepped up to try to provide important social supports across the board. Members have to recognize that this is budget 2022, but we were elected in 2021 for a four-year mandate.

Budget Implementation Act, 2022, No. 1  Mr. Speaker, I will carry on right where I left off, which is talking about how I think it is extremely important, as it relates to health care, that this budget makes clear that we will be working with provinces and territories on foreign credentialing. I know there have been a number of examples in my home province of Nova Scotia, where there are individuals who have come to our province, who want to be able to practise in their particular field of health and have not been able to do so.

Last week, I spoke about the budget and about the importance of balancing programs and spending to meet Canadians' needs while being fiscally prudent.

My understanding is that the government has taken on a number of initiatives to reclaim money from individuals who are trying to move forward with tax havens.

I have worked with him on the agriculture committee. His question is not a serious one, of course, so I will ask him whether he would like us to put the Conservatives on a species at risk list for Prince Edward Island, Newfoundland and Labrador, in many cases Nova Scotia and all of Atlantic Canada.

Economic and Fiscal Update Implementation Act, 2021  Madam Speaker, I would like to thank my colleague from Chatham-Kent—Leamington for his collaboration on the agriculture committee. There are a couple of things I will address. On the price on pollution, to be fair, I do not hear a whole lot from my farmers in Nova Scotia. The provincial government there has taken an approach to carbon pricing that perhaps has not had the same impact elsewhere, or has had a differential impact on his constituents in Leamington.
