Petitions  Mr. Speaker, I have two petitions to present. First, I rise to present a petition on behalf of over 700 Canadians who are concerned about plastic pollution from balloons. This is particularly timely, given the government's announcement today on its limited single-use plastics ban.

The Environment  Mr. Speaker, Canadians are worried about plastic pollution. They want progress on banning single-use items to keep our coastlines clear and to protect human health. The Liberals broke their promise to ban single-use items by 2021, and now the proposed ban would cover less than 1% of plastics.

As she was speaking, I was thinking about an organization in my community, the Aboriginal Coalition to End Homelessness, which has a shovel-ready project, a healing house.

She mentioned that this happened three weeks ago, but the Ontario court actually ruled on this two years ago. Two years ago this week, my New Democrat colleague, the member for London—Fanshawe, called on the government to explore changes to the law to ensure that extreme intoxication could not be used as a defence.

Main Estimates, 2022-23  Mr. Speaker, yesterday, President Biden made a bold move and announced that he will be using the U.S. Defense Production Act to accelerate the manufacturing of solar panels, grid infrastructure, heat pumps and building insulation. I am curious as to whether this government is also looking at Canada's Defence Production Act to ensure that we are accelerating these clean energy industries as well.

International Sex Workers' Day  Mr. Speaker, June 2 is International Sex Workers' Day: a day to celebrate sex workers, to honour their work and to push for better working conditions. Women, men, queer, trans and non-binary sex workers are workers. They are members of our communities and deserve dignity and respect, and not stigma.

Building a Green Prairie Economy Act  My apologies. As a former minister in the Prime Minister's cabinet, he is responsible for the situation that we find ourselves in and for the Liberal government's inaction. There is a continued pattern of saying the right thing but doing the opposite, of talking about climate leadership while handing out billions to big oil and gas, of declaring a climate emergency while buying and building a pipeline, of promising to reduce emissions while approving Bay du Nord, of saying that they believe in climate change while ignoring the science.

Building a Green Prairie Economy Act  Madam Speaker, first I want to thank the member for Winnipeg South Centre for choosing to table a bill focusing on building a low-carbon economy. This bill would require the Minister of Industry to consult about, prepare a plan for, and report on a strategy to create a green economy on the prairies.

Business of Supply  Madam Speaker, the member mentioned that he recognizes that there has been discrimination in the past, but he says that we cannot swing the pendulum too far the other way. I am surprised. Since women, people from racialized communities and indigenous peoples are still under-represented, does he think the pendulum has swung too far back now?

Business of Supply  Madam Speaker, this motion seems to be based on a faulty understanding of who gets appointed. There is an assumption that when affirmative action policies are in place, it means that a less qualified candidate is put forward. In fact, what it actually means is that we get a larger pool of qualified candidates and that we are removing barriers for those people who have traditionally been marginalized.
