Canada Elections Act  Mr. Speaker, what is most troubling about the bill is the timing. The bill was tabled exactly at the point in time to turn the page on the fact the Prime Minister broke his promise, not just during the election, but in his throne speech and the specific mandate to his minister of democratic reform, which this would be the last election using first past the post.

Misinformation was given by the minister in this place and by her officials at committee yesterday as to whether they have consulted the Mikisew Cree on these concerns that they have raised.

The Environment  Mr. Speaker, I am hoping that I get a more direct answer to the questions that I put here tonight, which we are not getting to the other questions. On March 6, 2017, I posed a question to the Minister of Environment and Climate Change regarding concerns raised by three first nations and four Métis communities about the proposed use of untested solvents for extraction of bitumen through in situ processes, solvents including benzene and other toxins.

Indian Act  Mr. Speaker, I have heard the member for many years in this place and she has always spoken from a deep heart on behalf of indigenous Canadians. I too have known incredible aboriginal elders. I worked with Nellie Carlson and Kathleen Steinhauer in the 1970s in their campaign for Indian rights for Indian women.

Business of Supply  Mr. Speaker, it is very troubling to hear government members defending the current appointment process and alleging that there are opportunities to raise questions, when in fact the only opportunity is through question period or by us using an opposition day to raise these issues.

Business of Supply  Mr. Speaker, what is critical is that our motion today deals with simply the officers of Parliament. I am concerned as well with all appointments. Pro forma, other appointments are to be referred to a committee, but with a majority Liberal government I do not think that, so far, my committee has reviewed a single appointment, which is what we are supposed to be doing as parliamentarians.

Business of Supply  Mr. Speaker, if for no other reason, this recommendation for a better process to scrutinize and select officers of Parliament is to avoid embarrassment for candidates. What has clearly happened in this place is that someone of great record and accomplishment has been embarrassed by the way this was handled.

Business of Supply  Mr. Speaker, it is a pleasure to serve on the environment committee with the hon. member. I do not think the issue is the price on carbon. What is more important is to compare Canada to other nations in the actions it is taking to reduce greenhouse gases. There has recently been a report comparing Canada with the United Kingdom.

In fact, ecoENERGY retrofits are not even on the list of measures that the government is proposing to bring forward.

We are discussing the fact that Canada has boycotted ongoing United Nations negotiations toward a nuclear ban treaty.

We are glad that the Liberal members are noticing the five-point plan by former head of the UN, Ban Ki-moon. That was the plan that was endorsed by the Liberals and all those in the House.

I first heard her in New York and she inspired me to bring her here so those on the Hill could also hear her words. She was a survivor of Hiroshima and told the story of her young nephew who was reduced to a cinder.

Business of Supply  Mr. Speaker, no less than the UN High Representative for Disarmament Affairs, Ms. Nakamitsu, has just expressed this concern for exactly the position the Liberals and the Conservatives are taking. She is concerned with the resurgent drift back to Cold War era positions, including the rhetoric about the utility of nuclear weapons, and is concerned about arguments to shelve discussions on nuclear disarmament until the climate improves.

Business of Supply  Madam Speaker, I appreciated the comments by the member and remind him that he was probably also in the House, perhaps still a journalist, when his party voted for our motion, for which there was unanimous support, to move toward negotiating this very treaty. There are already 17,000 nuclear weapons in the world, as the member has pointed out.
